Function of the CRTC • Called the Guardian of the airwaves • Set up to regulate the broadcasting industry in Canada • Broadcasting = distributing audio and/or video signals which transmit programs to an audience.
Who governs the CRTC? • Reports to the Federal Government through the Minister of Canadian Heritage • Current Minister of Heritage: James Moore
What does it do? • Places strong restrictions on foreign ownership of broadcasting outlets • Ensures adequate amounts of Canadian content on television and radio (i.e., 35% Canadian content on music radio) • Ensures that broadcasting strengthens Canada’s cultural, social and economic structures.
Examples of National broadcast television networks • CBC – Canadian Broadcasting Corporation • CTV (owned by CTV Globemedia) • Global (owned by Shaw Media) • APTN (Aboriginal network broadcast in the territories) • Many other broadcasting networks (regionally and specialty)
CRTC grants licenses to Canadian radio and television stations. These must be renewed every 7 years • The CRTC may decide not to renew a license if there have been many complaints about the station. • E.g., Quebec radio station CHOI
CRTC vs. FCC (U.S. version) • Canada has much more stringent standards of how news is to be delivered than the U.S. does. • This is why there are not shock radio or television stations in Canada, whereas in the U.S: • According to a Rasmussen Reports poll, nearly 1/3 of Americans under 40 believe that comedy shows like The Daily Show or The Colbert Report are replacing traditional news outlets.
