Synopsis • Africa remains behind on the Millennium Development Goals • Need to scale up what we are doing right and correct what we are doing wrong to achieve MDGs • There are many areas that could be of interest, but I would like to focus on one specific challenge – governance & capacity development • For the Bank, governance & capacity development is at the heart of creating sustainable development

Governance initiatives • The underlying theme of the Tanzanian reforms has been capacity development for good governance • The National Framework on Good Governance provided the policy framework for reforms • The National Strategy for Growth and Reduction of Poverty– MKUKUTA has strengthened the reform effort for growth • WB has been supportive in key areas of reform – public service, legal and judicial, local government & public financial management

  4. Governance successes • Capacity development in government has led to improved economic management and social services • Improved management of government budget • Tanzania is one of the top ten reformers worldwide in doing business • Notable improvements in social services delivery

  5. Key challenges • The challenge is to ensure sustainable improvements in good governance in the public sector by • Ensuring strong ownership of development agenda by Tanzanians • Strengthening Parliament and local government councils to oversee governments’ performance • Improving capacity of civil society to engage with government to set and implement the development agenda

Address the challenges • JJ/WBG support has contributed to training of Tanzanian professionals • It is a challenge for you to contribute to improved governance and capacity development by • Innovatively improving capacity in the institutions and organizations that you work • Contributing to Tanzanian ownership of the development agenda • Sharing information on development results with the citizens who are the ultimate beneficiaries of development • I am sure some of you contribute to this challenge in your areas of work • I urge all of you to rise to address this challenge
