  2. Main focus of the programme The global goal of OP RD&E is to speed up our move to growth through human capital via substantial investments into knowledge economy foundations. Thematicobjective 10: Thematicobjective 1: Investing in education, training and vocational training for skills and life-long learning Strengthening research, technological development and innovation Thematic objective 9: Promoting social inclusion, combatting poverty and any discrimination OP RD&E Improving the quality of education for every learner Improving performance of R&D

Main focus of the programme - RESEARCH What do we want to change? • Low quality and international competitiveness of R&D • Insufficient focus of R&D on benefits for society • According to the International Audit of RD&I in the CR: • Low degree of internationalisation in the research community • Low overall participation in the FP7 (even in comparison with other New Member States) • Lack of qualified researchers and insufficient training opportunities • Limited quality and scope of doctoral education • Lack of interdisciplinary or application-oriented research • Weak science-industry links in university research • R&D environment does not stimulate high-quality research

Main focus of the programme - RESEARCH Improved performance of R&D • Stairways to excellence: Buildresearch capacity with potential for the development of top-quality, ‘international’ research • Build research capacity to address societal challenges and move towards interdisciplinary problem-oriented research • Readiness of public research institutions to co-operate with the application sphere • Develop the process of ‘smart specialisation’ • Human resources for national innovation system – a cross-cutting theme for OP RD&E

Main focus of the programme - EDUCATION What do we want to change? • Initial education- PISA 2012: • A slight improvement does not outweigh the decline in education performance in the long-term • Underperformance in key competences bya significant number of Czech pupils • Significant influence of the socio-economic environs of a school and of the learner´s personal situationon children´s results • Higher educationdoes not reach its potential either in excellence or in labourmarket relevance • Labour market relevance is a significant issue bothat secondary and tertiary education levels(employers´ perspective)

Main focus of the programme - EDUCATION Improving the quality and inclusiveness of education • KEY THEMES OF THE PROGRAMME: • Inclusiveness of the education system • Quality and openness of pre-school education • Performance in key competences • In- and pre-service teacher education and training • Labour market relevance of education • Performance of higher education system • INTERVENTIONS AT THE SYSTEM LEVEL: • Evaluation and assessment framework • Management and strategic leadership of schools and HEIs

Structure of the priority axes OP RD&E PA 1 Strengthening of capacity for high-quality research (ERDF) TO 1 PA 2 Development of higher education institutions and human resources for R&D (ESF/ERDF) TO 10 PA 4 Technical assistance (ERDF) PA 3 Equal access to high-quality pre-school, primary, and secondary education (ESF) TO 9/TO 10

  8. Priority axis 1: Strengthening of capacity for high-quality research (ERDF) Thematic objective: 1. Strengthening research, technological development and innovation Investment priority 1: Enhancing research and innovation (R&I) infrastructure and capacity to develop R&I excellence, and promoting centres of competence, in particular those of European interest. Specific objectives corresponding to the investment priority: 1. Strengthen research excellence 2. Increase the benefits of research to society

  9. Priority Axis 2: Development of HEIs and human resources for research and development (ESF/ERDF) • Thematic objective: 10. Investing in education, training and vocational training for skills and life-long learning • Investment priority (ESF): Improving the quality and efficiency of, and access to, tertiary and equivalent education with a view to increasing participation and attainment levels, especially for disadvantaged groups. • Specific objectives corresponding to the investment priority 1. Improving the quality of higher education and its labour market relevance • 2.Increasing participation of students with special needs; reducing the drop-out rate • 3. Improve quality and availability of adult education at HEIs 4. Improve evaluation, quality control and strategic management of HEIs • 5.Improve conditions for education linked with R&D and for the development of HR in R&D • Investment priority (ERDF): Investing in education, training and vocational training for skills and life-long learning by developing education and training infrastructure. • Specific objective corresponding to the investment priority: • Enhancing the educational infrastructure at HEIs for the purposes of HEIs profiling; improving access for disadvantaged groups; and increasing the openness of HEIs for the needs of life-long learning education
