  6. 1903 – held in Belgium and England • Lenin and Martov argued over membership rules • Disputes between Martov and Lenin caused the split into two parties: • Bolsheviks • Mencheviks The Second Party Congress

  7. Led by Lenin • Small, disciplined party of professional revolutionaries • Demanded revolution to establish a dictatorship The Bolsheviks

  8. Led by Martov • Loosely organized mass party • Opposed to Bolshevik idea of revolution and dictatorship • Reformism before revolution The Mensheviks
