  2. EFMP History • Mandatory program • SECNAVINST 1754.5 series established by the CNO, Department of the Navy in 1987 • OPNAVINST 1754.2C series implemented EFM program (1990)

Who Qualifies? • EFM Definition • Family members who are military dependents, affected by physical, emotional or educational conditions, who reside with the sponsor and are enrolled in DEERS. • Exception: Individuals in residential treatment facilities or sponsors who are geographical bachelors.

  4. Statistics • Over 16,000 Navy sponsors enrolled nationwide • Approximately 4,440 Navy/Marine EFM families in Hampton Roads

  5. The Big Question! Q.After age 21, will my child with disabilities still be eligible for the EFMP Program? • A. As long as the sponsor is active duty and the eligible child is a dependent who resides with the sponsor and is enrolled in DEER that child remains eligible for EFMP. • Once the sponsor retires, the family is no longer eligible for EFMP.

  6. Disenrollment • A service member can request disenrollment if any of the following occur: • Special medical or educational services are no longer required. • Service member becomes divorced and/or no longer has custody of enrolled family member. • Exceptional family member is deceased. • Retired – Name automatically comes off list.

  7. Conclusion • EFMP is a mandatory program • It identifies long term medical, psychological and special education needs • Ensures assignment considerations when transferring • Active Duty family members are eligible for services as long as they meet eligibility criteria.
