Budgets We currently exist under a Continuing Resolution:- Operating Budgets are the same as last year No new proposals funded Capital Budgets have not been freed as yet “If the budgets stay flat, the overall budget will be so out of line with that promised in the “American Competitive Initiative” that the DOE will have to rethink its programs altogether” CMPMSD ALL Hands Meeting

3. Salaries A good year for the Scientific/Professional Grades However the Lab has been trying to “recenter” the salary distribution. In a world class laboratory we “expect” excellence. But remember, when Washington tells us that we can use a pot of money for raises, that money comes out of our research programs. There is no new money as such. CMPMSD ALL Hands Meeting

5. The Future CMPMSD The East Wing of Bldg 480 will be renovated, starting in 2009 and finishing in 2012 Construction of a new Interdisciplinary Science Building will allow us to evacuate Bldgs 510 and 703 by 2012. CMPMSD ALL Hands Meeting

Recent Awards Chris Homes Fellow of the American Physical Society “For seminal contributions to the development of infrared spectroscopy, and its application to strongly correlated systems” PDJ Fellow of the American Association for the Advancement of Science “For outstanding contributions to our understanding of the electronic structure and associated dynamics of two-dimensional condensed matter systems." Safety Every employee has the responsibility to be sure that … • No safety or health concerns are ignored • Always verify a safety or health concern - don’t assume it is being taken care of • Always take the time to be safe • Always set a good example • Show a positive attitude toward safety and health Note: At BNL slips, trips and falls are the largest contributor to our high DART rate. 9. Integrated Safety Management (ISM) • BNL did quite well during the recent audit. Thanks for your cooperation and help. • There were some some findings now being addressed in a corrective action plan. • Baseline exposure monitoring • Personal Protective Equipment CMPMSD ALL Hands Meeting

10. ISM– means all work is planned Work Planning: ESR & Work Permits: • ESR – annual review and as needed. • Scope creep - changes from the approved ESR. • Minor or major. New hazards and controls. • Training – it’s important to keep up-to-date! • Work Permits are used for more routine types of work. Including setup of equipment, maintenance including servicing of equipment by outside vendors. Vendors need to have proper training before work begins. • Work done off site by BNL employees must be overseen as part of the ESH program. • Transportation of Materials CMPMSD ALL Hands Meeting

13. EMERGENCY INFORMATION LAB ID Magneto-Optical Imaging Lab/ Electromagnetic Characterization/ Laser & Photo Lithography Bldg. 480 L1-3 Condensed Matter Physics & Materials Science Dept. ESR # 15, 16, 20, 31 Access Requirements: Authorized, or escorted. Safety Glasses with side shields when working with chemicals or powered tools. Training requirements includes: Lab Standard, Hazardous Waste Generator FIRE HAZARDS: Acetone, Alcohols, and solvents in squirt bottles. Compressed gas, liquid helium. HEALTH HAZARDS:Acids, solvents stored below hood. High magnetic field, Laser. RADIATION HAZARDS: Class 3B Laser enclosed in system UTILITIES: Circuit Breakers in panel #3 right of door entrance. 14. Winter Driving Deadliest danger of all is "black ice" • Black ice forms on a roadway from melting and re-freezing • Drivers fail to recognize black ice conditions and drive at normal speeds since it is almost invisible • Always be alert to the possibility of black ice when temperatures are near or below freezing • Note: We had an accident here at BNL last Fiscal Year due to black ice CMPMSD ALL Hands Meeting

15. Failing to allow enough time to stop is a major cause of winter driving accidents • Stopping distances can triple during slippery conditions • Driving at a slower speed, anticipating stops at traffic lights and intersections, and applying brakes sooner than normal will help ensure accident-free stops • Always allow plenty of extra space between you and other vehicles to minimize the need for quick stops CMPMSD ALL Hands Meeting

16. Acceleration, turning, and passing also present dangers during winter • Accelerate slowly to avoid loss of traction and subsequent loss of control • Turn slowly to avoid sliding into a stationary object or the path of an oncoming vehicle • Avoid sudden movements • Leave extra space so there's room to maneuver in case something goes wrong • During a skid, steer gently in the direction you want the car to go • Don’t lock the front wheels – locked wheels don’t turn CMPMSD ALL Hands Meeting
