  2. INTRODUCTION The rising number of natural or man-made disasters has become a global reality. The sinking of the “Joola” ship and the floods in the Dakar region (1999 through 2009) are among the greatest disasters that happened in Senegal. That is why the country is currently better prepared for these exceptional events and each community and public service needs to know how to deal with them.

  3. MAIN THRUST The ORSEC Plan, in its structure and implementation, is the State’s priority instrument (Ministry of the Interior, government and prefecture) for dealing with disasters. However, the fact that it was of only limited efficacy during the most recent disasters occurring in the nation ought to encourage us to improve it.

  5. 11. REMINDER OF THE DEFINITIONS AND FEATURES DISASTER: An extensive environmental event causing loss of life to humans and animals and/or losses of property. This kind of event can prevent the affected community from functioning, rendering it unable to deal with the situation on its own. ORSEC PLAN: Senegal’s ORSEC Plan centers around a network of public and private, civilian and military entities created by the Ministry of the Interior. The ORSEC Plan is the only administrative and operational organization dealing with any kind of disaster. Its objective is to protect the people in general, preserve property, and safeguard the environment. • The ORSEC plan was created on three levels, all along the same lines: • National ORSEC Plan • RegionalORSEC Plan • LocalORSEC Plan

REMINDER OF DEFINITIONS AND FEATURES • The ORSEC Plan applies the principle of internal breakdown of the structures of which it consists, as follows: • SEC Plan was created on the principle of breakdown of the internal structures of which it consists which is: • Modular (toolbox that can be used depending on the circumstances) • Incremental ( from local ORSEC to regional ORSEC to national ORSEC) • Cooperative ( combinations of various bodies and organisations) • Adaptable ( to both predictable and unpredictable disasters)

Transport and Work Unit Head of Public Works The main government departments involved by the National ORSEC Plan are the Ministry of the Interior, the Ministry of the Armed Forces, Ministry of Education, Ministry of Health, Ministry of Communications, Ministry of Industry, Ministry of Energy, Ministry for Hydraulics, the Ministry of Finance, Ministry of Environment, Ministry of Transport, Ministry of Justice and Ministry of Labor.

  12. 2.1 - OBJECTIVES • Main objective: Minimizingthe social, economic, and public health impact of an influenza pandemic in Senegal • Specific objective: •  Coordinating preparations, responses and rehabilitation work for the influenza pandemic within existing mechanisms on a national, regional, and local scale. • Reinforcing national prevention capabilities and taking control of cases. • Ensuring continuity of the essential services.

  13. 2.2 - RISK ASSESSMENT The pandemic threat • Influenza is a very contagious infectious respiratory disease, caused by a virus. • H1N1 influenza viruses may cause repeated pandemics, but at unpredictable intervals (10 through 50 years) • Four pandemics occurred since 1900: • 1918:40 million fatalities. • 1957: 2 million fatalities. • 1968:1 million fatalities. • 2009: 399,232 cases, 18,337 fatalities

Pandemics are events associated with high rates of morbidity, mortality and a considerable distruption to social and economic life. • DirectImpact on the health sector • Massive influx of patients • Direct costs caused by increased consultations and hospitalization, excessive consumption of antiviral medications, purchase of anti-flu vaccines, work stoppages… • Indirect Impact, resulting in loss of production due to absenteeism, estimated at 25 to 45% .

  17. 2.3 - Factors liable to facilitate the spread of an outbreak of influenza within the population: • High population concentration in Dakar and in religious centres: Touba, Tivaouane , Poponguine, etc. • Migration +++ • Tourism • Overcrowding +++: 9 people per household • Poverty33.5 %livingbelow the poverty line • Free movement of people and goodswithin theEUMOA area • Low level of knowledge of thepopulation about the disease: only 56% of school students were aware of the influenza pandemic (BDA Study).
