HCF Eligibility Application • The HCF Eligibility application will open at 12:01 am Monday, August 15, 2011. • The deadline to submit the HCF Eligibility application to TEA is 11:59 pm Saturday, October 1, 2011. • Technical assistance will not be available on Saturday. • Recommendation: Submit your application by 5:00 pm Friday, September 30, 2011 TEA| Division of IDEA Coordination August 2011

LEA Eligibility • The LEA eligibility criteria that the LEA must not roll forward (carryover) 50% or more of its IDEA-B Formula funds from the previous year (2010-2011) is waived for the 2011-2012 HCF. • This LEA eligibility criteria will be re-instated next year for the 2012-2013 HCF. Cover Sheet Least Restrictive Environment (LRE) Assurance Statement: • In previous years, the LRE assurance statement disappeared after the LEA indicated their compliance by selecting “Yes”. • Now, the assurance statement will remain visible on the Cover Sheet. Cover Sheet Pro-Rating Calculator Tool Assurance Statement: • A new assurance statement has been added to the Cover Sheet to confirm that, if the LEA pro-rated salaries or services, the LEA used the required High Cost Fund Pro-Rating Calculator tool associated with the application. • The Pro-Rating Calculator tool is located in the “Additional Resources” section of the Help file associated with the HCF Eligibility application. Adjusted Allotment • On the member district page, LEAs must enter their Adjusted Allotment amount. • In previous years, charter schools were instructed to enter $3,512 as their Adjusted Allotment amount. • For the 2011-2012 HCF Eligibility Application, charter schools must enter $5,932 as their Adjusted Allotment amount.   10. Adjusted Allotment An LEA must enter their Adjusted Allotment amount obtained from their most recent 2010-2011 Summary of Finance (SOF), LPE column for Adjusted Allotment. Charter schools must enter $5,932 as their Adjusted Allotment amount. TEA| Division of IDEA Coordination August 2011

Student Page • Last year, LEAs were required to enter the student’s current year instructional setting AND the student’s previous year instructional setting. • This year, the LEA is only required to enter the student’s current year instructional setting. Student Page Regional Day School Program for the Deaf (RDSPD): • If the high cost student receives RDSPD services, the LEA must indicate whether the sending LEA or the receiving LEA (RDSPD) enters the student’s data in PEIMS. • If the sending LEA enters the PEIMS data, the system will automatically subtract the LEA’s Adjusted Allotment (obtained from the Member District page) from the student’s costs. • If the receiving LEA (RDSPD) enters the PEIMS data, the system will not subtract the LEA’s Adjusted Allotment from the student’s costs. Non-Public Day School Student • Last year, the LEA’s Adjusted Allotment amount was subtracted from the non-public day school student’s costs. • Effective this year, the LEA’s Adjusted Allotment will not be subtracted from the non-public day school student’s costs. • Instead, a projected amount of state funds that the LEA should receive for the non-public day school student (on the LEA’s Summary of Finance) will be subtracted from the student’s costs. Non-Public Day School Student • The LEA will be required to enter the number of months in contract for the non-public day school student. • The system will auto-calculate the projected amount of state funds that the LEA should receive for the non-public day school student (on the LEA’s Summary of Finance), by using the formula used in the SPE106 Non-Public Day School Report. • The system will subtract the projected amount of state funds from the student’s costs. Non-Public Day School Student Formula used by system to calculate projected amount of state funds for non-public day school student: State Funding Amount = FTE x LEA’s Adjusted Allotment x 1.7 • 1 month in contract = 0.1 FTE • 2 months in contract = 0.2 FTE • 3 months in contract = 0.3 FTE • 4 months in contract = 0.4 FTE • 5 months in contract = 0.5 FTE • 6 months in contract = 0.6 FTE • 7 months in contract = 0.7 FTE • 8 months in contract = 0.8 FTE • 9 months in contract = 1 FTE • 10 months in contract = 1 FTE • 11 months in contract = 1 FTE • 12 months in contract = 1 FTE TEA| Division of IDEA Coordination August 2011

Instructions for HCF Eligibility Application • A power point of step-by-step instructions for how to complete the HCF Eligibility application will be located in the “Additional Resources” section of the Help file associated with the HCF Eligibility application. • The power point will also be emailed to the ESC Special Education contacts to make available to the LEAs.
