WASHINGTON ENVIRONMENTAL LTDOVERVIEW • August - 2003 Applications filed for Washington & Harmony C&DD Landfills • November - 2003 County Zoning passed in Washington & Harmony Townships • 2004 - 2005 ERAC & 10th District Court of Appeals Morrow County Board of Health Lost cases • November 2005 Judge Gray Rules Zoning doesn’t Apply to Landfill Property • Spring - 2006 Citizens for Environmental Justice files lawsuit against Harmony and Washington C&DD LTD. • April- 2006 Health Board grants Washington permit & Harmony application was pulled by the applicant. • May - 2006 Health Board and Citizens group files appeal with ERAC • Early Summer - 2006 Cooper files lawsuit against County Zoning regarding Citizens lawsuit & zoning. • January - 2007 ERAC denies Citizens group appeal against Cooper for Washington C&DD site.

  3. Proposed Washington TownshipC&DD Site Dark blue line depicts 20” Columbia Gas Line that crosses the property. Light blue line depicts a major phone trunk-line that crosses the property. The wooded area has a major bog containing several acres. There are several acres of wetland in and around the wooded area. The three red lines depict the railroad line that runs at the back of the property. This site is to have primarily out-of-state C&DD materials brought in to the site. What’s Next? • February 27, 2007 @ 6:30 p.m. EPA will hold a public meeting on the Washington C&DD LTD., Landfill for their Air & Water Quality Permit. • Written Comments need to be sent to EPA by February 20, 2007 to be part of the “official record.” Send to Jennifer Carlin, Central District Office, P.O. Box 1049, Columbus, Ohio 43216-1049.

What are the ISSUES we need to address with EPA? • Leachate Polluting our Water Supply • Air Quality due to dust from the operation of the facility • Property values decreasing due to the landfill operation • Traffic and issues with Out-of-State waste coming to the site by Rail • There are more issues (see hand-out)

  6. What Can You DO? • Make your friends and neighbors aware of the EPA meeting on February 27, 2007 @ 6:30 p.m. • Write EPA with your concerns regarding Air and Water Quality issues. See handout for More Information. • Let your State Senator Bill Harris and State Representative Thom Collier aware of your concerns. Address Name of Rep., Statehouse, Columbus, Ohio 43215

  8. In Closing… • Contact your Friends and Neighbors and send letters to Ohio EPA before February 20, 2007 • Attend the public hearing on February 27, 2007 and prepare your testimony (you can read the letter you wrote to EPA) We need EPA to hear our concerns with good documented information!
