Rationale • Youth Matters Green Paper (HM Government, 2005) • DfES Action Plan ‘New Arrangements for Careers and Related Services for Young People in England’ (2006) • A move from centralised to de-centralised system • Children’s Trusts acting as ‘commissioners’ of services (2008) • Setting standards to support local commissioning and delivery arrangements

And there’s more………. • In 2007, the key challenge is to convert centrally driven initiatives into localised policies and practices • Public Service Agreements: targets, performance indicators, entitlements, standards, assessment • Partnerships: Coherence, Co-operation, Collaboration, Competition, Communication • Pooling resources: curriculum & programme developments, personalised learning, customised resources, staff training and development

  4. Why Quality Standards? Vehicle for: • self-evaluation • external evaluation (Ofsted and JARs) • customer surveys Raising standards • Set minimum expectations • Drive up standards ‘across the piece’ • Drive innovative practice • Tool for benchmarking + collaborative working

DfES Plan ………..Revised Plan • Mouchel Parkham commissioned to develop QS (May 2006) • DfES Advisory Group established • Piloting Draft Standards (2 levels proposed) • Consultation period (13th December – 16th March 2007) • 2nd Draft Quality Standards (1 level proposed) May /June 2007 • Final Quality Standards – July & September 2007

Outcomes from National Consultations • Simplification • Greater emphasis on outcomes • One level of the standards rather than the original two • Ensure the appropriate balance between life issues and career guidance • Greater prominence for “impartial” advice and what this really means • Accreditation linked to the quality standards • Ensure equality issues are addressed • Focus on ‘young people’ rather than ‘student issues’.

  7. Where are we now? • Second draft version presented to Advisory Group – 8th June 2007 • Standards to be ‘road tested’ in the North West • New standards to be available by end of July 2007 • Formal Dialogue with OFSTED to give the standards ‘some teeth’ • Minister Beverley Hughes will launch these in September 2007 • Standards to take effect from April 2008

Implications for practice? • A mechanism for strategic reviews • A focus for quality assurance and quality kitemarks • A link to OFSTED / JAR inspection frameworks(?) • A link to new curriculum developments – new diplomas and personalised pathways for young people from 14 – 19 • A CPD package to support 14-19 IAG Workforce – web-based tool www.cegnet.co.uk
