Permit Series • “Series Only” data entry no longer needed -- large facilities accommodated in V4. • Series Name now 40 characters (was 12 characters) • Deleted Fields: EPA Staff Attorney and related fields • State and EPA Responsible Person fields combined into 1 Responsible Person field-- will be populated from existing EPA / State Responsible Person fields based on Permit Series IOR.
Permit Events • Deletion of many HQ Permit Event Codes: • Appendix A-2: Permit Event Codes Deactivated In V4 • Appendix A-4: Permit Event Codes Added For V4 • Appendix A-5: Active Permit Event Codes For V4 • States / Regions can now “not display” specific event codes for permitting and corrective action events.
Permit Events • Category field added to the Permit Event Lookup Table (Appendix A-5). Category lookup values are: • CLC Closure/Post Closure -- Closure • CLP Closure/Post Closure -- Post Closure Plan • EPG Emergency Permit -- General • OPG Operating Permit -- General • OPC Operating Permit -- Combustion • OPW Operating Permit -- Waivers/Withdrawals • OPM Operating Permit -- Modifications • PCG Post Closure -- General • PCW Post Closure -- Waivers/Withdrawals • PCM Post Closure -- Modifications • PCA Post Closure -- Alternative Authority • RDG RD&D Permits -- General • RDW RD&D Permits -- Withdrawals • RDM RD&D Permits -- Modifications • IDG Implementer -- Defined General
Permit Events • IDG => default category for implementer-defined codes during conversion. Users can change this category after implementation. • Permit Event Code resides in only one category. To find an event, all events can be viewed.
Event Codes • MO/MP codes converted to OP/PC codes • PC300-414 added post-closure track. • PCA-PAA proposedevent codes, US-OP020RN and HQ-PC300, implemented in V3 for immediate use. • No more permutations of HQ-defined codes. e.g. an implementer cannot create an OP200 with any other status. • Appendix A-3: Permit Event Codes V4 Conversion Crosswalk
Event Codes • Data Entry for Multiple Events: • streamlined, redesigned data entry screens • Enter multiple events related to same series, units and unit detail info. • Pre-Populating Unit Detail Links: • add event(s) to existing series, • unit detail links pre-populated with same linked units as most recent event. Save or modify links. • Permit Units Name: increased to 40 characters.
PERMIT UNIT DETAILS • Mandatory Commercial Status field in PUNIT_DETAIL table. • Default value = 0 (Does not accept waste from offsite generators). • Values 1, 2, and 3 as currently defined. • Add a new unit with Legal Status IS, comment required to justify IS designation.
Mandatory Linking • Add Unit/Unit Details through series/event -- no longer through Unit/Unit Detail menu • Link each unit detail to 1 or more events -- editing orphan unit or detail record requires linking to event. • Maintain unit detail history -- must enter NEW unit detail record to change LE/OP status. • New audit table -- capture deleted unit detail info: handler id, unit sequence, unit detail sequence, LE/OP status, user id, deletion date, and reason for deletion.
Legal/Operating Status Code Lookup Table Maintenance • Deactivated LE/OP status code combinations. • Existing unit detail records with combinations not affected -- new unit details with combinations not allowed. • Matrix shows deactivated LE/OP status code combinations.
Deactivated LE/OP Status Codes • Report: Current Unit Detail Records with Legal/Operating Status Codes that will be Deactivated under News Alerts and General Information > RCRAInfo Documentation > Version 4 > Appendix A-7.pdf. • PC/CC (in report) now listed Strange-But-True. • Strange-But-True combinations in lookup-table. Selection of Strange-But-True combination generates warning message, user comments required to document valid usage.
e-Permitting / Standardized Permit • e-Permitting initiative (standardized permits) implemented • draft Standardized Permit available under News Alerts and General Information > RCRAInfo Documentation > Version 4 > RCRA Model Standardized Permit-Draft. • Standardized Permits identified as flag in Unit Detail record.
Waste Codes -- Part A Form • V4 accommodates capture of waste codes associated with Permit Unit Details. • Determine approval of waste codes from Legal/Operating Status in Permit Unit Detail. • Determine Estimated Quantity and Unit of Measure data from Capacity and Process Code UOM fields. • Copy waste code info from previous Unit Detail when add new Permit Unit Detail (determined using the effective date).
UNIVERSE CALCULATIONS Closure Workload Universe in V4 • Excludes Solid Waste Management Units (SWMUs) with zero capacity and LE/OP status PICA (Permitted / Referred to Corrective Action for Closure). • Captures any facility with closing units; included up to verification of closure certification. Does not include facilities which completed and verified closure or post-closure facilities.
UNIVERSE CALCULATIONS Post-closure Workload Universe In V4 • Excludes Solid Waste Management Units (SWM) with zero capacity and LE/OP status PICA (Permitted / Referred to Corrective Action for Closure). • Captures facilities with closing land disposal units and storage units closing as landfills.
Tracking Permit Commitments and Initiatives • V3 introduced tracking of CM&E commitments and initiatives. • V4 allows tracking commitments and initiatives in new permitting table: LN_EVENT_COMMITMENT3, facilitates linking commitments and initiatives to accomplishments (permit events).
MODIFICATIONS TO EXISTING REPORTS V4 COMPREHENSIVE PERMITTING REPORT • Now 3 sorts/formats. • Series, Unit, and Events (existing national report) • Series, Event, and • Unit Detail By Unit, Unit Detail, Events • Selection criteria allows selection of standardized report criteria and specific data fields, for example: • current unit detail or all unit detail, • inclusion of unit waste codes, and • inclusion of notes or not.
MODIFICATIONS TO EXISTING REPORTS PROCESS REPORT in V4 • Expanded to display process info with unit commercial status and associated waste codes. • Users can: 1) select multiple process codes, 2) select legal/operating status codes, 3) select pre-defined unit grouping for land-based units, combustion, BIFs, storage, and treatment units, 4) select current unit detail records only, and 5) print waste codes
New Report: Event - Legal & Operating Status Report • Data Quality Report • Current unit detail information inconsistent with events linked to the unit -- LE/OP status codes which do not agree with linked trigger events, • For example, tracked trigger events with expected LE/OP status codes:
New Report: Legal & Operating Status - Event Report • Data Quality Report • Process units with current LE/OP status not supported by linked permit event. • For example, tracked trigger LE/OP status codes with expected events:
New Report: Permit Progress and Data Gaps Report • Data Quality Report • Implements PCA PAA data gap trigger recommendations • Individual facility progress indicated by occurrence / non-occurrence of nationally required events based on permit progress universe.
New Report: Permit Schedule Event Trigger Report • Data Quality Report • Reviews projected events for unit groups when linked events indicate specific track like permit issuance, clean closure, or post-closure. • Lists initial event and associated future schedule event, notes absence of expected future schedule event.
New Report: Interim Status Verification Report • Data quality report for Interim Status facilities. • Displays permit units meeting one of listed criteria. • Each unit listed with criteria it meets. • If unit meets > 1, only the first criteria is shown. • Interim status units with effective dates prior to November 1980, • Units where interim status not earliest legal status, or • Units where current legal status is interim status.
New Report: WASTE CODE MANAGEMENT REPORT • Reports facility units (in permit workload or operating TSDF universes) managing specified waste codes. • Selection criteria allow standardized report selection criteria and specific criteria, like: location zip code, legal status, and operating status.
