  2. G.Shirkov, JINR Scientific Council, 24.09.2009 ENGINEERING INFRASTRUCTURE The JINR engineering infrastructure is a multi component structure of the interacting elements. The following subsystems have the greatest effect on integrative properties of the entire system: • operability assurance of the JINR basic facilities; • supply of energy resources; • communication service; • safety protection of vitally important and potentially dangerous elements of the JINR infrastructure

G.Shirkov, JINR Scientific Council, 24.09.2009 BASIC FACILITIES DRIBs Development of the JINR engineering infrastructure is the necessary condition for the operation of basic facilities and the basement for new facility creation according to the 7 years programme. The programme of basic facilities development and creation is the subject of the 2010-2016 years scientific programmes of JINR Laboratories. IREN IBR-2M NICA-MPD

  5. G.Shirkov, JINR Scientific Council, 24.09.2009 ELECTRIC POWER Objectives: • to increase the total power; • to improve reliability; • to provide independent power • supply of the basic facilities. Approx. cost (2010-2016): ~ 4.3 M$ including budget: ~ 0.1 M$

G.Shirkov, JINR Scientific Council, 24.09.2009 HEAT AND WATER SUPPLY Plan:Replacement of the outdated equipment Goal:Reliability, modern equipment, economy Activities to be continued: • Boiler-houses and heat network: • Automation of boiler-houses. • Replacement of the steam- • boiler in the east boiler-house. • Reconstruction and • replacement of the heat • network. • Heat accounting. • Water supply: • Enlargement and reconstruction • of the pumping-filtering station. • Automation of the drinking water • preparation. • Reconstruction and replacement • of the water pipes. • Water accounting. Approx. cost (2010-2016): ~14.1 M$ including budget: ~2.5 M$

G.Shirkov, JINR Scientific Council, 24.09.2009 TELEPHONY • At Present: • Analog station (1975-1985) • 5500 users (~3800 at JINR) • Old network • No additional services • (IP-telephony, etc.) • Space requirement is ~950 m2 • In the Future: • Digital electronic station • Scalability • Optical connection • Low cost of long distance calls • Modern services • Floor space and electricity saving JINR Technical Council (14-15.08.2009) recommended to replace the analog station by digital one, to increase the level of services, keep the communication reliability in emergency situation, reduce the expenses for the station operation. Approx. cost: ~ 0.5 M$

G.Shirkov, JINR Scientific Council, 24.09.2009 RADIATION AND NUCLEAR SAFETY • Objectives: • Purchasing of devices and the equipment • for the radiation control. • Purchasing of a mobile radiological laboratory. • (*) Reconstruction and development of new • systems of the radiation control • (e.g. IBR-2M, NICA, IREN). • (*) Disposal of the used radioactive sources. • Handling with the radioactive wastes. • Metrological maintenance of the radiation control. • Accreditation of the radiation control laboratory. • (*) - financial means of JINR Laboratories Approx. cost (2010-2016): ~ 0.5 M$

G.Shirkov, JINR Scientific Council, 24.09.2009 LABOUR PROTECTION AND INDUSTRIAL SAFETY • Main Goals: • Providing safe and healthy working conditions for personnel. • Ensuring prescribed benefits and compensation for appropriate • category of workers . • Realization of preventive actions to avoid traumatism, industrial- • caused diseases, and also emergencies and failures. Activities to be continued: • Certification of workplaces in regard to working conditions to validate, in particular, • available benefits and compensation for work in harmful and/or dangerous working • conditions. • Scheduled replacement of morally and physically outdated equipment and technical • devices. • Re-equipment of the JINR Industrial and Sanitary Lab with modern instrumentation • to take more precisely measurements and online processing of parameters and • levels of the harmful and dangerous production factors. • Technical upgrade of workplaces of the specialists on labor protection in the JINR • departments. • Advanced training in the fields of labor and industrial safety for the JINR experts • and department heads. The JINR University Center can be involved in this activity.

G.Shirkov, JINR Scientific Council, 24.09.2009 FIRE SAFETY FIRE STATION control panel • GOALS: • Re-equipment of the fire • station with fire engineering. • Modern control panel (GSM, • large covering area, etc.). • Gradual replacement of • the RID-1 enunciators • Persistent activities to • maintain the JINR infrastructure • in accordance with the fire • safety requirements. JINR 15000 enunciators including ~3500 RID-1 which have to be replaced 7 automatic gas fire-fighting systems Approx. cost (2010-2016): ~ 2 M$

G.Shirkov, JINR Scientific Council, 24.09.2009 INFORMATION TECHNOLOGIES The Laboratory of Information Technologies • The working group at the JINR Technical Council was formed to analyze the current • status, usage efficiency and plans of development of Information and Computing infrastructure and communication services: • telecommunication data links • local area network • computing power and data storage • telephony • The aim of this working group is to prepare recommendation directed to the effective usage of these systems as a part of general Institute engineering and information infrastructure development strategy. • Main Tasks: • Provision of JINR and its Member States with • high-speed telecommunication data links • Maintenance of a high-speed, reliable and • protected local area network (LAN) of JINR • Further development of the Central Information • and Computing Complex (CICC) • Maintenance of the JINR Grid-segment • Development and support of information • systems with web-interface: thematic portals, • paperless document circulation, workshop and • conference sites, etc. • Development of general Institute strategy and • further implementation of the licensed software Recent significant results JINR - Moscow communication channel The channel has been launched in 2009 with a capacity of 20 Gbps. The mentioned technologies allow one to create up to 72 channels of 10 Gbps each, and to raise the total throughput up to 720 Gbps. The project is realized in cooperation by JINR, RSCC, NORTEL, JET Infosystems, RosNIIROS, the Computer Networks Interaction Center “MCK-IX” Central Information and Computing Complex (CICC) upgrade During the last year the CICC performance was increased up to 2300 kSI2K (60%) and the disk storage capacity up to 400 TB (4 times)

G.Shirkov, JINR Scientific Council, 24.09.2009 COMPUTER NETWORK • Short description of • the JINR network • 6505 computers and nodes • 3588 users • 7531 IP • 1223 Remote VPN users • 1Gbps LAN (min. 100 Mbps) • Controllead-access at • network entrance • General services: AFS, batch, • Grid, JINR remote access, etc.) JINR – Moscow communication channel Plans:Step-by-step increasing the total throughput based on DWDM technology Local area network 20 Gbps (2009) → 40 Gbps (2011) → 60 Gbps (2013) →…. • Step-by-step modernization of the • JINR Backbone – transfer to 10 Gbps • (could be started this year) • Development and modernization of • the control system of the network • Development of IP telephony and • other services based on JINR LAN It will be useful to investigate a possibility of using the channel for companies - residents of the Special Economic Zone. International channels The main JINR service-provider for access to the international networks is RBNеt. The parent organization, the ROSNIIROS, is operating the international channel for science and education. They started the process of transition of the trunk lines of these networks to the DWDM technology. Traffic Full incoming traffic during 9 months 2009 is > 300 TB In 2010 it is expected > 1 TB

G.Shirkov, JINR Scientific Council, 24.09.2009 JINR GRID SEGMENT RDIG (Russian Data Intensive Grid) Central Information and Computing Complex (CICC) • ~85% of CICC CPU time and ~80% of CICC disk space are used by GRID (mainly LHC) • The allocated resources for their use in JINR only should be increased constantly with development • of CICC for successful realization of JINR new home projects and JINR participation in future large • scale projects • It is also necessary to organize in LIT series of lectures and a practical training on bases and methods • in GRID system

G.Shirkov, JINR Scientific Council, 24.09.2009 Summary k$ (1) payments according agreement and the total cost is distributed among the JINR subdivisions (2) laying a single mode optical cable from LIT to SCC “Dubna” (3) large investment funds are needed along the first years during the switch to 10 GE (4) laying high throughput optical cable between LIT and the settlement in Ratmino (5) acquisition of long term data mass storage using tape robot

G.Shirkov, JINR Scientific Council, 24.09.2009 PROGRAMME OF DEVELOPMENT OF THE JINR ENGINEERING INFRASTRUCTURE 2010-2016 • The development of the engineering infrastructure is the basis, which has to provide effective realization of the research programme to achieve significant scientific results.
