ASPECTOS GENERALES EXISTEN MUCHAS VENTAJAS ASOCIADAS A LA AUTOGESTIÓN: • Mejoramiento de la imagen y confianza con las partes interesadas • Reducción de amenazas legales, y riegos operacionales y administrativos. • Sostenibilidad del negocio • Mayor compromiso social LA AUTOGESTIÓN PUEDE SER SIGNIFICATIVA PORQUE: • Sostenibilidad en el tiempo. • Mejor relación costo-beneficio. • a > autogestión > significancia frente a las otras preocupaciones ambientales.

  3. DIFICULTADES • Baja eficiencia en los esquemas actuales • Falta divulgación y conocimiento de las alternativas de mejoramiento • Baja aplicación, legislación y competencia • Baja concertación REGULADOR-REGULADO

  4. COMPROMISOS EMPRESA - AUTORIDADES DEBEN EXISTIR CIERTOS COMPROMISOS POR PARTE DE LAS EMPRESAS Y LAS AUTORIDADES AMBIENTALES: EMPRESAS: • Compromiso • Concientización (int. Ext) • Evaluación(int. Ext. Empresa) AUTORIDADES: • Apoyo a empresas: soporte técnico, capacitación • Agilizar trámites para empresas con programas de autogestión • Diseño e implementación de incentivos financieros y tributarios • Reglas claras de juego (unificación de criterios) • Priorizar las acciones de control sobre las empresas que no hacen autogestión • Promoción a las empresas que realizan programas de autogestión

PROPOSICIONES • Combinar la autogestión con otros mecanismos • Cooperación horizontal en intercambio de experiencias • Alianzas estratégicas Público-Privado • Difusión de las ventajas de la autogestión • Establecer el papel o rol de los actores (gobierno, empresa, ONGs) • Evaluación y optimización de esquemas actuales de financiación y asistencia técnica • Regulación ambiental considerando las condiciones de las PYMES • Generación del mecanismo de validación por parte de las A.A -certificación-

  6. OBJETIVO DEL SEMINARIO DEFINIR LOS LINEAMIENTOS PARA EL DISEÑO Y DESARROLLO DE PROGRAMAS DE AUTOGESTIÓN AMBIENTAL E INTERCAMBIAR EXPERIENCIAS DE PROGRAMAS EXISTENTES EN COLOMBIA
