Setting the stage How did this happen?
Important elements of the change • Droughts (1973 & 1984) led to experimentation & learning (field and research); • Discovery and testing ideas (State, NGOs, projects): Guesselbodi and VIPAF; • Emergence of champions for change (project results, research, meetings to bring together practitioners and decision makers); • Policy changes: rural and forestry codes (learning and flexibility).
Evolution of the system i) The Forest Sector Context: Pre-1968 Drought ii) Droughts of 1968, 1973 and 1984 devastated tree cover but produced critical lessons iii) Policy reforms informed by field experiences Maradi Declaration of 1984 Rural Code Change, 1994 Forest Code Change, 2004.
Large scale plantation were less successful than anticipated; Re-thinking of forest policy by orienting towards active participation of local community; In the 1990s: diffusion of improved agroforestry technologies by extension services, development projects and NGOs; Rural communities spontaneously adopted natural regeneration for tree cover restoration; Evolution of the system (2)
Promotion of trees in privately owned agricultural lands; On farm trees became an important part of Niger forest resources; Need for a radical change in terms of management and policy implication: Rural and Forestry codes (1994 & 2004); Trees became property of landowners.
