  2. ATDAL Over 40 ASSOCIATION FOR THE PROTECTION OF RIGHTS OF WORKERS AGED 40 + “Too young to retire, too old to work” Association of Social Promotion (law no. 383 of December 7, 2000)

  3. ATDAL Over 40 The association was founded in 2002 in Milan. In 2004 activies started in Rome. Membership 2009: 490 Income 2009: € 10,219.90 Expenses 2009: € 8,881.98

  4. ATDAL Over 40 Structure: • The association is divided in two areas: Center-North (includ. Emilia Romagna) Center-South (rest of Italy - Islands) • General Assembly is convened in 2 separate sessions (in Milan and in Rome) with the same agenda • Decisions are taken by the national Board of Directors (12 members = 6+6) • The association encourages members to propose initiatives and take action

  5. ATDAL Over 40 The association does not provide services such as recruitment and outplacement, but is active in the following fields: A) Institutional B) Social

  6. ATDAL Over 40 A) Institutional activities: Raising awareness / Lobbying political parties / Government bodies on unemployment of people aged 40 + 2005: an 8,000 – strong petition was brought to the attention of the Italian Senate, along with a bill of law.

ATDAL Over 40 Institutional activities (cont.’d ): Support to the approval of a regional law on “minimum income” in Lazio, in 2009 Attendance of conferences, seminars, tv-radio and web programs, press coverage et al. Co-operation with Universities and national agencies in research work (e.g. ELDERS).

ATDAL Over 40 Institutional activities (cont.’d ): The Association actively promotes / enforces compliance with EU directive 2000/78/CE on equal opportunity in the workplace, whereby: • “The principle of equal opportunity, regardless of age, applies to everyone in public or private entities, with specific reference to the following areas: access to employment and work, both independent or dependent, including recruitment criteria and terms of work contracts”

  9. ATDAL Over 40 Institutionalactivities (end): The Associationis a memberof the European network AGE Platform (www.age-platform.org) consistingof some 150 non-profit entities , public and private. AGE Platformrepresents senior EU citizens in the followingareasof interest: discrimination - work – social inclusion- social protection – health - accessibility – solidarityamonggenerations

  10. ATDAL Over 40 B) Social activities: Setting up of “help-desks” in Rome. Partnerships with local authorities, Catholic parish churches and other non-profit entities

  12. ATDAL Over 40 According to the national institute of statistics in 2010 unemployed people will reach 2,173,000 (+ 15,5% on 2009) = approx. 9 % as a national average. We estimate that people aged 40 + are a half of that amount (over 1 million). A tip: People who do not actively look for work are not included in statistics as “unemployed”. If we included these 1.5 million persons, the national average of unemployment would jump to 15 % as a national average.

Risks inherent in an unsustainable trend in society • work instability • low legal protection • low wages • low retirement income Workerslimittheirplansto medium- toshort-termgoals and do notpursueanambitious career path - theysettle for whatever work they are offered (work becomes a goal in itself)

  16. Structural trends in (un) employment Since 1993 temporary contracts rose over 40%. 49% of people aged 45 + remains jobless for 1 year; 40% for more than 3 years. Where is a job likely to be found ? Accounting - administration Quality / standards / ISO certification Environment / renewable energy Safety / security Non-profit: • European projects • fund raising • international co-operation (NGOs)

  17. Non-profit partners Non-profit (cont. ‘d): In Italy approx. 1 millionpersons work in thisfield; 60 % are women, 20 % are aged 40 +. Non-profit sectorisworth 4 % of GNP, mainly in social assistance, health, education and research. Approx. 80% has a regular work contract (dependent).
