Subcontracting Plans Definition A written plan, submitted by a prime contractor and approved by a contracting officer, which describe goals and actions the contractor plans to take to utilize small and disadvantage businesses to the maximum practicable extent in performing the contract.
Subcontracting Plans Applicability Subcontracting Plans (FAR 52.219-9)are required for: -All Full & open non-construction solicitation over $550,000 (includes commercial items) -All full &open construction solicitations over $1,000,000
Subcontracting Plans • NASA–recommended goals should be specified in negotiated solicitations requiring subcontracting plan (NFS 1815.304 [c] ][4] [b]) • Plans must contain goals expressed as both % of total contract value and % of total subcontracted dollars • SB subcategories do not add up to SB total • Set-aside procurements relieve Subcontracting Plan requirement • Determinations of no subcontracting possibilities – one level above Contracting Officer
NASA (NPD) 5000.2Uniform Methodology • Policy Objective -To establish a uniform methodology for the determination of SDB subcontracting goals for inclusion in solicitations. -Goals will be expressed as a percent of total contract value and placed in solicitation that will have subcontracting opportunities. -The uniform methodology consist of steps that should be performed to ensure that the maximum practicable subcontracting opportunities are being provided to SDB’s, HBCU/MI’s, HUBZone, and WOSB

NASA (NPD) 5000.2Uniform Methodology Responsibility The office of the Small Business Program at HQ is responsible for the requirement to establish a uniform methodology for determination of SDB subcontracting goals Team Members - Contracting Officer - Small Business Specialist - Technical Representative - Center Technical Advisor - SBA Procurement Center Representative (as needed)
NASA (NPD) 5000.2Uniform Methodology Team Responsibilities A)Contracting Officer- Consult with SBS to determine the availability of a pool of eligible SDB, including WOSB, HBCU/MI, HUBZone, VOSB and SDVOSB in the NAICS’s code for the specific acquisition thru the following methods: 1. CCR 2 .Personal Database 3. SDB Trade Associations 4.NASA HQ (SBP) Procurement bulletins 5. Sources Sought Synopsis (NAICS)
NASA (NPD) 5000.2Uniform Methodology Team Responsibilities (cont.) B) CO, SBS and Tech.Adv.- Should review the statement of work to identify: The proposed effort to be subcontracted. C) CO- Review the history of the contract to determine: 1. The percentage of subcontracting dollars were historically achieved. 2. The type of work subcontracted (high or low tech.) 3. Review of contracts from other NASA Centers for similar work should be included. D) Tech Rep.- Consult with SBS, Center Tech Advisor and CO to determine: Does new contract provide additional or different subcontracting opportunities.
