  2. E-Government made easy Introduction • e-Government is about making the best tools and systems available to provide improved public services to citizens and businesses. • Rethinking how organizations carry out their processes • Modifying them so that they are more efficient • Simplifying the interaction with citizens & enterprises • Automating work where possible • cividas is a powerful open-source solutions platform that allows national, regional and local governments to achieve these goals quickly and cost-effectively.

  3. E-Government made easy Introduction • Simplifies the design and implementation of the internal processes related to public services. • Empowers citizens to interact with these services over the Internet. • Offers flexibility both in the design and the execution of these processes. • Increases acceptance from staff by making their work easier and putting them in control. • Has been verticalised in order to respond to specific needs such as those of municipalities.

  4. E-Government made easy Introduction cividas integrates the main capabilities that are needed when implementing e-Government

  5. E-Government made easy Processes • A case (record) represents an issue that must be resolved, mainly in response to a request from a citizen. • A process (flow) represents the sequence of activities that should lead to the resolution of a case. • In cividas, processes can be designed graphically by users or consultants and are stored in a standard format (XPDL). • Users are presented with a list (inbox) of the ongoing cases of their responsibility (“on their desk”) and a list of the activities that they must address at a given moment. • Users can access activities from the list or from a graphical view of the related processes. • Flexible execution of processes is allowed.

  7. E-Government made easy Applications • Activities are actions performed by users (or machines) within a process in order to resolve a case. • In order to perform an activity, a user will require an “application” (form) providing access to information, data capture, calculations, document generation, ... • cividas allows designing these forms visually (drag&drop) using a component library that can be extended. • The definition of these forms is stored in XML. • Presentation and business logic is programmed in Java, including persistence and interaction with web services. • Forms for rich client, browser or mobile devices.

  8. E-Government made easy Applications

  9. E-Government made easy Documents • Unlike document management tools that view workflows as the series of events that occur to documents, in cividas processes are related to the work that must be done to resolve a case and documents are considered content. • Supports document repositories compatible with the JCR (Java Content Repository) API: Apache Jackrabbit, Alfresco, Filenet, Documentum, etc. • Includes a JCR client with support for drag&drop. • Wizards help users generate document templates for Word, Open Office or PDF, and use them to automatically generate documents containing case and activity data. • Supports scanners (Twain), OCR and PDF generation.

  11. E-Government made easy Links • Since cividas acts as the basis to coordinate the activities that must be performed in the organization, it is important to provide interfaces to existing internal systems or services offered by other entities. • This allows offering a single point of access to public services and spares the users from having to access diverse applications or web sites. • It is constructed following a Service Oriented Architecture (SOA), so that its services may be invoked from other applications and vice-versa. • Although it includes a growing repertoire of connectors with other applications, what’s most important is that new connectors may be easily added.

  12. E-Government made easy Links • Central government services: • Authentication and digital signature • Address change • Secure telematic notifications • Payment gateways • Validation of debts with government agencies • Internal systems: • Accounting & budgeting • Census • Registry • Tax collection

  13. E-Government made easy Links • GIS: • Parcel registration system • WMS: OpenStreet Maps, Google Maps, ESRI • Other: • Postal tracking • Anti-fraud watermarking: Fividoc • Automatic translation: OpenTrad, Google translation • Voice: VoxWeb / Loquendo

  14. E-Government made easy Citizens portal Functionality: • Requests (data and documents) • Online registry • Case status • Digital signature • Notifications • Payment gateway Based on JSF (Java Server Faces) and can be integrated in a portal Also available through Web-Services

  17. E-Government made easy Content Cividas may be applied to specific vertical markets by creating reusable content in the form of: • Process designs (XPDL) • Applications: forms + logic (XML + Java) • Document templates (Word, OpenOffice) This content constitutes a valuable asset for partners or public communities as it becomes a great staring point for new implementations In Spain, over 300 processes have already been implemented for councils (municipalities)

  18. City Council of Vigo (2001-2005) Previous failures (others) Processes too rigid Users feel controlled and extra work New approach Staff is responsible and knows how to do the job => foster flexibility Document generation adds clear value Custom development Results Housing department in 2003 Rest of the council in 2004 In 2005 Vigo becomes #1 council in Spain in e-Government E-Government made easy Success stories (origin)

  19. Vigo Metropolitan Area (2007-2008) Goals Transfer Vigo’s results to 9 other councils Independent systems sharing content Easy to implement and adapt Cividas is born Much more powerful and flexible Framework based Results All projects were successful Reference project in Spain E-Government made easy Success stories (development)
