  7. REINCIDENCIA Al 31 de octubre de 2006, fueron liberadas 783 personas, aproximadamente el 11% de la población carcelaria total en agosto de 2005. Se liberaron 462 personas en Montevideo y 321 en el interior del país. 161 liberados reincidieron, lo que significa un 21%.
