  9. OP DAMAYAN PATIENT MOVEMENT CONOPS • All patients requiring emergency care within AO of Tacloban and Cebu will be evacuated via stratlift air to Role 2 HSS elements located afloat and ashore. Due to effects of typhoons on routes and roadways, ground transportation may not be advisable. Use of tactical vehicles and stratlift will be necessary to support patient evacuation to ground based or sea based Role 2 facilities. Within the AO of Tacloban and Cebu the JTF approved Role 2 facilities will include: USMC Shock Trauma Platoon, USN Fleet Surgical Team aboard amphibious shipping, USN surgical team aboard USS George Washington (CVN-73), and an Australian (civilian) field hospital (to be used in cases of LLE). Coordination with the Australian field hospital use will be done through JFLCC LCE BAS/STP unit in Tacloban. Additionally, a Role 3 Israeli Defense Force (IDF) field hospital is located in Bogo City (north of Cebu) and has also been approved for JTF forces use (pending assignment of US DoD LNO). • All patients requiring emergency care within AO of Camp Aquinaldo, Villamor AB, and Clark AB will be evacuated to nearest requisite echelon of care via ground transportation provided by HN MTF coordinated through ISOS. Tactical vehicles use should only be used as a last resort. • AIR CASEVAC. CASEVAC by air will be requested for urgent patient movement. Air CASEVAC (R/W) will be available IVO Tacloban, Villamor AB, and Clark AB. RW assets aboard naval shipping (USS George Washington and amphibious shipping), 1st MAW Det (Clark) and MEU ACE assets provide organic air evacuation service support to the JTF and subordinate elements. • AEROMEDICAL EVACUATION out of JTF AO will be requested via JTF SGN and coordinated using ISOS unless dedicated AE assets are assigned. • RETURN TO DUTY (RTD). Patients that are not expected to return to duty within 72 hours will be strategically evacuated from the AO. Patients will be evacuated directly to the closest U.S. military or HN MTF capable of providing a higher level of treatment. Depending on medical condition, the patient may alternatively be returned to the sourcing Command. Patients requiring higher levels of care will be stabilized prior to evacuation. • MEDICAL REGULATING. Overall medical regulating will be the responsibility of the JTF SGN. JFLCC will be tasked to provide patient movement and medical regulating for JTF forces. JFLCC medical regulators (located in the JFLCC CE) will oversee all patient movement and medical regulating responsibilities. JFLCC will appoint CASEVAC coordinators IVO Tacloban airfield. JFMCC will appoint a CASEVAC coordinator IVO Tacloban AO. The JFLCC and JFMCC coordinators shall be collocated aboard amphibious shipping. JFLCC and JFMCC coordinators IVO Tacloban will coordinate patient movements in that AO and coordinate with JFLCC CE medical regulators for movement/regulating to Makati Medical and out of theater (via ISOS) as required.

  10. OP DAMAYAN CASEVAC Plan • For CASEVAC, send 9-line CASEVAC request to JFLCC Medical Regulator in JFLCC CE for disposition. If patient is in southern AO, coordination will be transferred to JFLCC and JFMCC CASEVAC coordination cell located on amphib shipping. For CASEVAC issues in northern AO, JFLCC Medical Regulator will coordinate. The JFLCC Medical Regulator can be reached at: +XXXXXXXXXXX. • Evacuate by HN MTF ground ambulance (obtain by calling ISOS) in most cases in northern AO (Clark AB, Manilla) and by RW/FW stratlift in southern AO (Tacloban, Cebu, Guiuan). • JFLCC/JFMCC CASEVAC coordinators will coordinate patient movement to appropriate HSS components and report/request higher level of care movement to JFLCC Medical Regulator. • JFLCC Medical Regulator will oversee all patient movements and coordinate all movements needed from the southern AO to Makati medical and out of AO as needed. This coordination will done using stratlift and ISOS as needed. • Suspected snake bites will be evacuated to XXXXXXXXXX for evaluation and administration of anti-venin. • U.S. blood will be staged at XXXXXXXXX in XXXXXXXXXXX AO.
