TEAM MANAGER RESPONSIBILITIES • Ensure that all forms are completed and submitted in a timely manner. • Ensure that all team information is correctly submitted to WAGS and is updated as necessary. • The home team coach/team official is responsible for contacting the opposing coach/team official at least 72 hoursprior to the game to verify location, time, and uniform color.

  3. WAGS OFFICE HOURS • Offseason: 9-1, June thru August, Nov – February. Closed on weekends. • Inseason: 9-4, Mon-Fri; Saturday and Sunday when necessary due to weather conditions.

  4. ONLINE FORMS • Schedule Request Form • Must be completed by the team and submitted promptly if they want to request days off. • Teams may request ONE Saturday and ONE Sunday off. • Team should retain a printed copy of the Schedule Request Form • If more than one Schedule Request Form is submitted, information from the most recently submitted form will be used. • Requests to deconflict coaching conflicts use this form • The WAGS or NCSL number of the conflicting team MUST be entered on each team’s Schedule Request Form. Failure to do so will result in neither team’s request being honored. • Note that BOTH teams requesting a schedule deconflict MUST complete the Schedule Request Form.

  5. ONLINE FORMS (cont.) • NO MORE THAN 2 TEAMS MAY REQUEST A COACHING CONFLICT. If a third team attempts to enter a coaching conflict, REQUESTS FROM ALL TEAMS INVOLVED WILL BE DISREGARDED. • Coaching deconflicts are for originally scheduled games ONLY. Unfortunately, we are not able to accommodate deconflicts for rescheduled games. • Please note that once the schedule has been released, WAGS cannot reschedule games due to a team’s acceptance to a tournament or any other event. If your team has applied to a tournament that is taking place on a date scheduled for rain-out reschedules, you are strongly encouraged to request those days off on your Schedule request Form.

ONLINE FORMS • Adele Dolansky Scholarship Form • Must be submitted to Club Rep, who will forward to WAGS office • Four scholarships of $2500 awarded each year (two based on need; two based on merit). • Applications are submitted to Club Rep to verify that they are complete. • Deadlines are posted on the website. • Only complete and timely applications will be considered. • WAGS players that are graduating seniors are the only players that are eligible for this scholarship.

PAPER FORMS • Referee Evaluation Card • Teams are not required to complete a Referee Evaluation Card, but may do so if they want to provide input on the quality of officiating at their game. • Referee Evaluation should be signed by the Coach. If a team submits a Referee Evaluation card, it must be mailed within 24 hours of game. • Referee Evaluation Cards should be submitted to Jean Knotts, WAGS Assistant Administrator.

PAPER FORMS • STAR Cards • One card given per team – to be completed each week and submitted to WAGS office for payment at the end of the season. • Submitted card must be postmarked no later than 30 days after the team’s last game of the season or payment will not be made. • TM should keep a copy of the completed card. • The Center Referee must sign the STAR card every time a STAR is used. Failure to obtain the CR’s signature will result in non-payment for that game.

  20. PARENT CODE OF CONDUCT • Parent’s Code of Conduct • Soccer is a tough, combative sport that generates enormous tension, passion, and enjoyment in its spectators. High enthusiasm, intense emotion, and strong disagreement will occur at most every match. Recognizing this, it is vital that every parent whose child plays in the Washington Area Girls Soccer League be constantly aware of his or her state of mind, and act in a manner that promotes the league’s goals of sporting behavior, healthy competition, and the development of young women of confidence and character. • Angry, abusive, or harassing speech defeats this purpose and poisons the league’s playing environment for all its participants. Such outbursts reflect badly on the speaker; provoke undesirable responses from the hearers; and can lead to acting out, on the field and on the sidelines, that can cause injury and bring the game into disrepute. There is no place in the league’s matches for such outbursts--they must be controlled, and controlled primarily by the league’s parents • To avoid these undesirable outcomes and to enhance the league’s playing environment for players and all other participants, all the league’s parents present at the league’s matches should: • Remember at all times that they are adults, and therefore examples, and always consider the likely effect of their actions on the league’s players. • Promote the learning effort and development of all participants by encouragement and patience. • Refrain to the greatest extent possible from disagreeing publicly with the referee’s decisions, remembering that loud or persistent disagreement can undermine the referee’s ability to monitor and control the game--to the detriment of the players--and can undercut the referee’s authority, and over time, the status of all authority figures • .Never insult, demean, or criticize any participant, whether player, game official, or team official. Offensive, insulting, or abusive language is absolutely contrary to the spirit of the game • .Do whatever can be done, by word and example, to encourage adherence to these principles by those parents and spectators who have greater difficulty adhering to them. • The league reminds parents and other spectators that in the WAGS league, as in soccer leagues of every level and in every country of the world, it is an accepted practice to require any spectators who show themselves unable to comply with the game’s behavioral norms to leave the field, and to impose longer bans for repeat or particularly serious violators. PLAYER CODE OF CONDUCT • Player’s Code of Conduct • From the game’s beginnings in the 19th century, soccer has always been played in an atmosphere that valued active, competitive play and ethical, sporting behavior. The balancing of these two aspects of the game has always been the signature focus of the soccer culture. • Players in the Washington Area Girls Soccer League occupy an important position in the soccer culture in the United States. The league has always been among the nation’s best-known and most widely respected soccer venues. • Soccer is first and foremost a player’s game. No participant--no coach, no team official, no league official, no game official, no spectator--exerts the same level of influence on the game, and on the soccer community, as is exerted by the league’s players. Players are the principal authors not only of each game’s outcome, but of the league’s overall playing environment. And players are the principal ambassadors of the league and of the sport. • With those facts in mind, it is important that every player who participates in the league’s matches subscribe to certain basic principles. A player in the WAGS League should: • Know and make her best effort to obey the letter of the Laws of the Game. • Understand and respect the spirit of the Laws, avoiding cynical and unfair play. • Respect and honor all other participants--opponents, referees, coaches, and spectators. • Strive to enjoy the game, and to promote enjoyment of the game by others. • The player’s signature below indicates that she subscribes to these principles. • Signature ______________________________________________________________________ • Date _________________________________________________________________________ • Printed Name ________________________________________________________________ • Team Name _________________________________________________________________

  22. PAPER FORMS • Division Structure Request Form • Teams are not required to complete a Division Structure Request Form; however, doing so enables the team to present to the WAGS Board of Directors any information it feels relevant to their placement in Division Structure.

GAME DAY RESPONSIBILITIES • The Home team is responsible for calling the Away team 72 hours prior to game time to review uniform colors and field directions.Please remember that the home team is required to change jersey colors if there is a conflict in uniforms. • Items Team Manager should bring to the field on game day (all items should remain at the field for the duration of the game): • Player passes • Adult passes • Original, stamped state roster • Game Report Card • STAR card, if applicable • If the field is closed due to weather conditions, the Home Team is responsible for contacting the Away team and notifying them of the field closure. • Home Team must call their Division Coordinator with the final score within 2 hours of match completion.

  27. DIVISION COORDINATORS • U12-U19 only • Division Coordinators are selected from the Volunteers submitted by each team. • See WAGS rules I.6.b, I.6.c, L1 and L2 for Division Coordinator responsibilities.

  28. TEAM CONTACTS • Team contact information can be found through the Team Page link on the WAGS website. • User ID is your email address; PINs are generated by the system.

  29. SCHEDULING • Teams must be available for play every Saturday and Sunday during the months of league play - with the exception of dates that have been requested off – even after the league schedule has been released. Please remember that if your team makes plans after the initial schedule is released and games are rescheduled for any reason, teams must be prepared to play on those rescheduled dates. • If games are cancelled for any reason, the rescheduled match will be placed on the next available date for both teams. • Games will not start prior to 9:00 am.

SCHEDULING (continued) • The WAGS Events Calendar is located on the right side of the WAGS home page, and lists a full schedule of league-specific dates. • Religious Holidays/School Events/Birthdays • Team Managers should check with the team regarding birthdays, school events, etc. that would cause them to be unable to play. • Religious holiday dates can be located on the WAGS website. • Accommodation is made for SAT, PSAT and ACT testing.

SCHEDULING (continued) • State Cup, ODP, President’s Cup and High School Conflicts • Please review WAGS rule I.6.d for conflicts involving State Cup, ODP President’s Cup and High School soccer conflicts. • Virginia State Cup age groups are U12-19; Maryland age groups are U13-19 • Please visit www.vysa.com, www.msysa.org or www.region1.com for additional information on State Cup. • ODP age groups are U13-U19 • High School age groups are U14-U19

  32. SCHEDULING (continued) • Conflicts due to State Cup, President’s Cup, ODP and High School soccer must reduce a team’s roster to below 13 players before a reschedule request will be considered. • Please remember that the information above is WAGS-specific, and does not address any club/state procedures TMs may need to complete. You Club Rep and State Association are available to help you with any questions you may have.

  33. SCHEDULING (continued) • Game Cancellations/Rescheduling Procedures • Please see Important League Reminders for cancellation criteria. • In the instance of a rain-out, games will automatically be rescheduled to the next date available to both teams. • If there are no dates available for both teams, a reschedule notification will be sent bearing a reschedule date of 12/1. We use this date so that the referee assignors do not assign this match and so that the league is aware that it needs to be rescheduled.  This does not mean that your team will play on 12/1.

  34. SCHEDULING (continued) • When no date is available to reschedule a match, the teams involved will receive an email from the WAGS Administrator advising them of their options to reschedule. When both teams have agreed to a reschedule date, confirmation emails from both teams involved should be sent to the WAGS office so the new match date can be entered in the schedule.

  35. SCHEDULING (continued) • Teams will continue to have the option to request on Saturday and one Sunday as non-play days each season. Should a team be informed of their acceptance to a tournament subsequent to submitting a Schedule Request Form, but prior to the public release of the schedule, teams may request a schedule adjustment as follows: • The team will contact the League office via email and phone to request a change to their previously submitted byes. • Team will provide pertinent information such as the tournament play dates as well as the dates of the originally requested byes. • The originally submitted byes will be voided. The scheduling request will be updated to reflect the new dates, • Each team will be entitled to only one such request per season (Saturday and Sunday). This is for USYS sanctioned tournaments ONLY.

  36. SCHOOL TESTING • SAT/PSAT Testing • On SAT 1 testing dates, games will begin at 3:00pm or after for U-16 through U-19 teams. • On PSAT testing dates, games will begin at 2:00pm or after for U-15 and U-16 age groups. • On ACT testing dates, games will begin at 3:00pm or after for U17-U19 age groups.

  37. LEAGUE-WIDE RAINOUTS • WAGS will reserve three days per season (two Saturdays and one Sunday) for rescheduling. • Complete League Wide Rainouts (Sundays Only) will be rescheduled, by the League President. This does not affect U-18/U-19 teams during the spring season. The U-18/U-19 age group games will be placed on the next available date for both teams. • Notice of reschedule from a League Wide rainout will be sent on the Wednesday following the resulting cancellation.

  38. FIELDS AND FIELD CLOSURES • Hotline number will be provided to all team managers by their Club Rep. • Parents are not to be given hotline number, and are not to contact the WAGS office directly about field closures. • If the field is not listed on the WAGS website, it is not considered closed – do not use club websites to find field closures. Closures are not official unless notification is received from WAGS or the Club Rep.

  39. FIELDS AND FIELD CLOSURES(continued) • Only Field Coordinators, Club Reps and Referees are able to close fields. Coaches ARE NOT able to close fields. • Bull Run/Occoquan Procedures • Do not forget that a combination for equipment shed is needed. The WAGS Administrator will forward the combination to each team via email at the start of the season. • The home team for the first game of the day is required to line the field. • Game Stoppage • U9 and U10: If, due to inclement weather, the game is stopped by the refereeprior to half time, the game must be replayed in its entirety. If the second half of the game has begun, the score will stand and the game will be considered completed. • U11-U19: If, due to inclement weather, the game is stopped by the referee, the game must be replayed in its entirety regardless of the time stoppage.

  40. SCORES • Reporting Scores • It is the responsibility of the HOME TEAM Coach/Manager to report the score of his/her game TO HIS/HER DIVISION COORDINATOR within two (2) hours after completion of the game but not later than 7:00 p.m. that same day. • Failure to report scores in a timely manner may result in the loss of home games. • Scores and Standings for U9-U11 • No scores or standings are kept for the U9-U10 age groups. • Scores and standings are kept for the U11 age group, but are not posted. • Scores for seven (7) and nine (9) team divisions • In divisions of 7 or 9 teams (where applicable), one team may play 10 games and all other teams in that division will play 9 games. The computer will randomly determine the team and game that will not count for the team with 10 matches.

  41. PLAYER RELEASE/TRANSFER PROCEDURE • If a player wishes to be released, the TM should contact their WAGS team registrar. Contact information for registrars can be found on the WAGS website. • Refer to WAGS Rule D. for all registration questions.

  42. TRYOUT ADS • To post try out information for your team on the WAGS Try-Out Page, email your information to Jean Knotts at wagsaa@verizon.net. • Include your age-group, club and team name. If you would like to include your team’s division, it MUST be the CURRENT division.No attachments will be accepted. Ads must be in the body of the email messages. Ads will be active for one month.  After your team submits the ad it will not be edited or revised for anyreason. • A team may only submit one ad per month. On the last day of every month the ads will be deleted.  On the first day of every month teams may submit ads.

  43. TRYOUT ADS (continued) • Ads will not be posted during the months of league play (April-May and Sept.-Nov.). All ads will be deleted prior to the first day of league play. • Teams should post generic ads that contain a link to the team’s homepage.  Additionally, we can only accommodate ads that are black type and normal font (10-11 pt). • Ads must be limited to 50 words or less.  • WAGS will not post ads for teams that are sitting out for the upcoming season. • Teams will not be notified if their ad does not meet the above criteria.

  44. TEAM SPORTSMANSHIP AWARDS • Winning teams are chosen by their opponents for good sportsmanship on the playing field.  • Each team is requested to evaluate how respectful the team /coaches are to the referees, how respectful the team spectators are towards others as well as the referees, and the positive support the team has for its members. • Winning teams will be recognized by WAGS. • Any cards received will result in the elimination of team from the Sportsmanship Award program for that season.

  45. ROSTERS • If you have any questions regarding roster procedures, please refer to your state association, VYSA www.vysa.com, or MSYSA at www.msysa.org, or to your Club Rep, whose information can be found on the WAGS website.

  46. RELEGATION • Each Age Group (except U-9 through U-12) will drop a maximum of five (5) teams from its lowest division, provided however that there are sufficient teams on the Waiting List to bring the Age Group up to its maximum size [50 teams]. If an Age Group with a Wait List has less than 50 teams during a season, the lowest teams will be dropped to bring the Age Group size to no less than 45 teams and teams added from the Wait List to bring the Age Group size up to 50 teams for the next season. If there are less than 50 teams entered by the League Entry Date in an Age Group with a Wait List, the age group shall be increased to 50 teams by adding teams from the Wait List. For example: • Relegation in Division 5 if there are teams on the waitlist: If there are 5 teams on the U14 waitlist, 5 teams currently in the division will be dropped, and 5 teams will be brought up from the waitlist, to create a division containing 50 teams. • If the Age Group contains 49 teams, 4 teams will be dropped, and 5 teams will be brought up from the waitlist.

  47. TEAM SPORTSMANSHIP LIASON (TSL) • The spectator sidelines need to be managed by a responsible party other than a team coach. To facilitate a positive sideline environment, each team will select a Team Sportsmanship Liaison (TSL). • Teams should also select an alternate TSL in case the primary TSL is unavailable on game day. The alternate TSL shall be designated as the primary TSL if the initial TSL relinquishes the duties of the position. If this occurs, the alternate TSL should complete a new TSL form, which should be faxed to the WAGS office. • TSLs are required to attend a one-time training session. These sessions are held once a year; dates and locations will be posted on the WAGS website.

  48. STARS • U12 and U13 teams are required to provide STARs (Special Team Assistant Referees) to serve at their games. • STAR information can be found under Appendix I of WAGS League Rules

  49. CLUB PASS • WAGS Rule 3.g. establishes the Club Pass System. Under this program, carded players on U-9 through U-12 teams are permitted to guest play or any U-9 through U-12 teams within their club for which they are aged qualified. The main objective of the club pass system is to allow coaches to move players freely within their own club based on specific team needs and in the interest of player development. • Players using club passes are considered guest players and can only play for one WAGS team per day. • Asterisk (*) must be placed next to the player’s name on the Game Report Card (GRC). • The Division of the player’s home team should be noted next to the player’s name on the GRC. • Guest Pass players must have a jersey number that is different from players carded to the team for which they are guesting. • During spring season play, an age appropriate U-12 player cannot play for another U-12 team in the same division or a U-12 team in a lower division. Teams found to be in violation of WAGS Rule D.3.c. will forfeit that game.

  50. REFEREES • If the WAGS President (or designee) and/or Club Rep is notified that a Center Referee is not available for a match, every effort will be made by WAGS and both Club Reps to find a referee. If within three (3) hours of kickoff, a Center Referee still has not been located and the teams cannot mutually agree on an emergency referee, the WAGS President (or designee) may cancel and reschedule the game.
