  1. SNEL PROGRESS STATUS IN EUROPE

  2. SNEL recognition is slowlyprogressing EN 81-80 THE SAFETY STANDARD FOR EXISTING EUROPEAN LIFTS SNEL Status - Istanbul 04 13 LR

  3. SNEL PROGRESS STATUS • The only indication available to all European states about existing lifts is EU Recommendation 95/216/EC. It lists 10 general recommendations and refers to standard EN 81-1/2 for technical details. This reference of Rec. 95/216/EC was changed to EN 81-80 (SNEL) by an “Important legal notice” published by DG Entr. of the EC on March 3rd, 2005 (on website Europa). SNEL Status - Istanbul 04 13 LR

  4. SNEL PROGRESS STATUS SNEL Status - Istanbul 04 13 LR

  5. SNEL PROGRESS STATUS SNEL Status - Istanbul 04 13 LR

  6. SNEL PROGRESS STATUS • Fatalities happen every year in Europe! SNEL Status - Istanbul 04 13 LR

  7. SNEL PROGRESS STATUS • Many accidents remain unreported (at least 10 times more than recorded accidents!). • Bad level accuracy and tripping can kill! SNEL Status - Istanbul 04 13 LR

  8. SNEL PROGRESS STATUS • Causes of fatal & serious Users’ accidents • Bad stopping accuracy (5.2.2) • Lack of car door (5.8.3) • Lack of positive lock (5.7.7) • Unexpected movement of the car (5.9.4) • Inadequate glass in door (5.7.3) • Entrapment (5.14.3) SNEL Status - Istanbul 04 13 LR

  9. SNEL PROGRESS STATUS • Causes of accidents to Workers • Unsafe pit access (5.5.8) • Unsafe access to machine room (5.9.4) • Insufficient protection against electric shock (5.13.1) • Slippery floor in machine room (5.2.2) • No stopping device on car roof or inspection control station (5.14.3) SNEL Status - Istanbul 04 13 LR

  10. SNEL PROGRESS STATUS • Accidents tend to cluster in countries where legislation is inadequate • SNEL Filtering Method is to be applied in each country, in order to identify safety priorities • SNEL is the “state-of-the-art”; a reference in courts of justice • SNEL is a “de facto” harmonization of European lift safety SNEL Status - Istanbul 04 13 LR

  11. SNEL PROGRESS STATUS SNEL Status - Istanbul 04 13 LR

  12. SNEL PROGRESS STATUS SNEL Status - Istanbul 04 13 LR

  13. SNEL PROGRESS STATUS • Two ways to progress: • LEGISLATION: case of France, Belgium, Spain, Austria (mandatory over a period to be decided) with law based on EN 81-80 • INSPECTION recommendations by the Notified Body’s inspectors, during legally required main inspections (Germany, Sweden, Norway) based on EN 81-80 SNEL Status - Istanbul 04 13 LR

  14. SNEL PROGRESS STATUS • In case of compulsory legislation 1: • Application periods based on risks, such as in France or Spain (France: 3 x 5 years) • high risks 2004-2008 (prolonged to 2010) • medium risks 2009-2013 (prolongation possible) • Low risks 2014-2018 SNEL Status - Istanbul 04 13 LR

  15. SNEL PROGRESS STATUS • In case of compulsory legislation 1: • Application periods based on risks and next inspection, such as in Spain • 12 high risks 1 year after next inspection • 6 medium risks at the next major modification/improvement of the lift SNEL Status - Istanbul 04 13 LR

  16. SNEL PROGRESS STATUS • Problems/Advantages with application based on risk coverage: • Professional owners want to do all at once, creating a much higher demand at the beginning, difficult for the industry to absorb (calls for tender, trained workforce) • Owners following the 3 periods of application pay more, since some adaptations are best done (and cheaper) in one go • Lack of trust for owners getting very different offers from companies • Immediate coverage of high risks for all lifts SNEL Status - Istanbul 04 13 LR

  17. SNEL PROGRESS STATUS • In case of compulsory legislation 2: • Application periods based on year of installation of lift, such as in Austria or Belgium; • Belgium: 3 periods for application in the new Royal Decree: • Austria: SNEL Status - Istanbul 04 13 LR

  18. SNEL PROGRESS STATUS • Problems/Advantages with application based on year of construction or installation: • The last years of application are postponed for a long time, also for high risks • The process is much better accepted by owners • The work to be done is divided evenly over more manageable periods for the industry SNEL Status - Istanbul 04 13 LR

  19. SNEL PROGRESS STATUS • In case of recommendations made during inspections: • The system is not immediately compulsory and requires discipline from the lift owners, once they receive the inspection report from the Notified Body (Germany), based on the list of 74 SNEL risks • System in place early (2002) with industry, the ministry (DAfA committee) and NBL’s (TüVs) SNEL Status - Istanbul 04 13 LR

  20. SNEL PROGRESS STATUS • Problems/Advantages with application based on NBL’s inspections & recommendations: • A “hard core” of less that 30% of existing lifts remains, where modernisation still needs to be done for some of the SNEL risks • The “soft approach” has been managed smoothly by industry, without having a peak of hiring and linked difficulties SNEL Status - Istanbul 04 13 LR

  21. SNEL PROGRESS STATUS • And the rest of Europe? • Countries withlegislation, but no or limited application (Greece) • Countries with partial legislation or recommendation and good coverage (Sweden, Norway) • Countries « on the way » withlegaltextspartiallyapproved or prepared (Poland, Turkey) • Countries wherenothing has happened or where the lawwasblocked (Italy, the Netherlands, Finland,…) SNEL Status - Istanbul 04 13 LR

  22. SNEL PROGRESS STATUS • SNEL (EN 81-80) is the way to harmonize safety for the 5 million existing lifts in Europe. Using SNEL to legislate is the best way forward, with periods of appli- cation based on the national characteristics of the lift stock. Let’s do it! SNEL Status - Istanbul 04 13 LR
