About RCSD • Serves about 9,000 students in • Redwood City • Portions of San Carlos • Menlo Park • Atherton • Woodside • 16 schools • 14 elementary • 2 middle schools • About half of students are English language learners • More than half of students qualify for free and reduced lunch First RCSD School, circa 1895
A District that Perseveres • Lowest funded District in area • About $15 million in cuts since 2003-04 • Serving more students with less resources • Increased class sizes, eliminated programs, staff reductions, no raises for staff
Award Winning Schools and Staff • 3 California Distinguished schools • National Blue Ribbon School • Golden Bell Award • Kent Awards • Teacher, Principal, Superintendent of the Year • Rising test scores: Academic Performance Index (API) up dramatically in 10 years
What is Local Control Funding Formula (LCFF)? • New law signed by Governor Brown in June 2013 • Changes allocation • Greater weight: • High numbers of students in poverty • English Language Learners • Foster students • Requires Districts to align budget with LCFF priorities • Local Control Accountability Plan (LCAP)
LCFF: Opportunity, but . . . • Chance to reboot, rebuild and redefine RCSD values • But, it is not perfect
Media Headlines Suggest . . . • California has “fixed” public education • Public schools finally have enough money • Districts like ours are getting a lot more money
LCFF Reality • Does not increase overall level of spending • Does not restore schools to 2007-08 spending until at least 2021 • Affected by California economic performance (impacts path to target) • Prop 30 expires before target spending is reached in 2021
LCFF Reality • Does not significantly raise California’s low ranking in per-pupil spending: • On average, Calif. per pupil spending Is $2,475 less than the rest of the nation (Source: California Budget Project, “School Finance Facts”, October 2013. www.cbp.org) • Does not remove regulatory and reporting requirements to county and state • RCSD still does not have actual numbers for 2013-14
