Background • Approximately ninety (90) percent of Guyana’s population resides in localities below sea level • The country’s vulnerability to flooding is exacerbated by : • its vast network of natural watercourses • linear development and • development of communities around seaports and coastal areas • Comprehensive disaster risk reduction strategies have not been developed and ..

Disaster management not a priority / strategic development issue Risk of inimical impacts on persons and property due to flooding are unacceptable - 2005 floods losses >G$90 BillionGovernment of Guyana is mobilizing to embark upon National Disaster Capacity BuildingLead Agency - Civil Defense Commission (CDC)Already, five (5) key areas have been identified that once addressed, will strengthen the country’s disaster management capacity

Objective • To improve Guyana’s disaster management capacity by: • Strengthening institutional capability for disaster management at the national level • Building institutional capacity for risk reduction at the national level • Promoting disaster awareness and "preventative thinking" (through public education and awareness programs) • Building local capacity(assess risk and identify mitigation measures) and • Implementing vulnerability reduction & mitigation measures and manage emergenciesat the local level

  11. Methodology A. Conceptualize a Comprehensive National Disaster Management Plan / System. Develop and implement management programs within B. Develop National Mitigation Strategy and Programs C. Build Public Awareness re: Risk Management D. Strengthen Local Capacity E. Implement Local Vulnerability Reduction Measures F. Astute Financial Management of the project

Methodology • Comprehensive National Disaster Management System Facilitated by CDC through its Planning Division Institutional Strengthening - Establishment of Capabilities in Planning and Project Management - Improvement of Physical Plant and Equipment Programs - National Emergency Plans - Improving National Emergency Response Capability - Emergency Simulations

Development of National Mitigation Strategy Responsibility of the CDC Work closely with Technical Agencies Mitigation Information System: • set up an information management system • acquire and install suitable hardware and software Develop a resettlement policy Mitigation Studies • watershed vulnerability • Develop / revise national building codes. Expert Technical Assistance - vulnerability analyses

Building Public Awareness re: Risk Management • Part of daily life and culture Facilitated through the Public Relations Division in collaboration with other ministries • Disaster Awareness into Formal Education • Strengthening Disaster Knowledge in the Communications Media • Public Awareness Program

  15. D. Strengthen Local Capacity • Coordinate with Town and Village Councils and Civil Works • Promotion of "Preventative Planning"

  16. E. Implementation of Local Vulnerability Reduction Measures • Selection of Sub-Projects and Preparation of Plans for each Administrative region • Implementation and Evaluation of Mitigation Measures

  17. F. Project Financial Management Financial Administrative Strategy: • Procurement • Contracting and acquisitions • Flow of funds • Disbursements • Internal and external auditing • Financial reporting

  18. Organizational and Implementation arrangements: • CDC will be responsible for overall project management • The CDC is accountable to the Office of the President. • Delegation of unambiguous Duties and Responsibilities to executing committees / agencies

  19. Key Performance Indicators Review and Auditing process • Acquisition of CDC building headquarters • Acquisition of equipment and supplies • Demonstrated political support • KAPB Studies re: information transfer • Establishment of committees • Coordination and mainstreaming activities
