A Blueprint for Life and Career Management for EnglandNational Career Guidance Show 2011, LeedsJackie Sadler – LSIS associate: jackie@cooperandsadler.plus.com
Aims of the seminar To provide a brief introduction to the LSIS work on CLIAG and the Career Blueprint framework To feed back initial findings from the trials in England To signpost further sources of information
LSIS project work on CLIAG 2008 - 10 The Career Development Service at LSIS was commissioned by DCSF and BIS to undertake projects from 2008 -10 looking at CLIAG for young people and adults in the learning & skills sector These covered the impact of CLIAG; effective practice; CLIAG resources, a guide for leaders, and CPD modules A suite of publications ‘Career Learning for the 21st Century’ resulted and are available from the LSIS website: www.lsis.org.uk
2010/11 We have been working on the following: Production of a series of introductory CPD modules on CLIAG to support practitioners and non-specialists (on the Excellence Gateway by the end of the month) Development of an on line modular learning resource to support initial training and CPD : being launched on 22 March: Career learning for all ( www.lsis.org.uk/enrol) or enquiries@lsis.org.uk Further development and trialling of the Blueprint career framework in England
What is the purpose of the Career Blueprint? To indicate the career management skills or career competencies needed to achieve success in one’s career
The Blueprint - What does it look like? A framework of 11 career competencies for individuals: Personal Management; Learning and Work; and Life / work building with indicators describing outcomes It is developmental with a number of levels or stages (Acquire; Apply; Personalise & Act) – not related to NVQ levels It is suitable for all ages The language and structure can be adapted to suit the context
The Blueprint – versions developed 1989: guidelines developed in the USA with focus on employability skills 1996: Canadian version developed with focus on on life / work design 2005: Australian version 2009/10: work began to develop versions for Scotland / England
The Blueprint: Building Career Resourcefulness • Career Literacy • Skills, knowledge & attitudes of career management • Career Gumption • Motivation, hope and optimism regarding career management • Career Context • The world psychologically available to the individual • Career Integrity • The relationship between the individual’s choices and their values, beliefs, interests & identity • David Redekopp, the National Life / Work centre
Blueprint: the philosophy “Career management is not about making the right occupational choice. It’s about equipping people with the competencies (skills, knowledge, attitudes, character, emotional intelligence) to make the myriad of choices with which adults are confronted, in all aspects of their lives and throughout life to become confident, healthy, self reliant citizens, able to cope with constant change in the labour market and maintain balance between life and work roles.” (Phil Jarvis)
Why the Blueprint now? We need to empower people to use new tools and access new types of services It enables individuals to take control of their own career development in a structured way, builds up confidence, facilitates self-reliance and helps them connect with work that really suits them It supports lifelong career development and management and helps develop career resilience It provides a lifelong holistic framework for an all-age service It provides a common framework for assessing the effectiveness of CLIAG related interventions and to measure progress
The Career Blueprint: 2008/10 • The Blueprint was introduced to the sector during a series of conferences • The Blueprint was initially trialled in six locations from December 2008 to March 2009 • Three reports have been produced (www.lsis.org.uk): • The Career Blueprint – a competence approach • Careers Blueprint – supporting an all age guidance strategy • Mapping the Blueprint against other frameworks
Links with other frameworks in England Mapped against: 2003 DfES careers education framework Principles of Impartial Careers education (2009) 7 -19 Careers Education Framework (2010) Ofsted CIF (2009) ECM outcomes Quality standards for young people’s IAG (2007) Matrix Standard Broad interpretation of career / life building Extensive links when learner-focused Government interest in a career competence approach to support an all-age strategy
Activity: the Blueprint and you • Look at section A of the Canadian Blueprint (the Big Picture): Personal Management • Choose one of the competencies that has been important in your life • Share with your partner which competency you have chosen and why
Objectives for second trial ( Sep 2010 - March 2011) Overall: To develop a Blueprint for England Coverage - aims and aspects of the framework Test out the accessibility of the language Test out the structure and amend accordingly Capture learner feedback on the Blueprint and related activities Produce a variety of practical approaches and materials and disseminate 20 trial sites covering all types of provision
Main trial themes Reviewing an existing career education / learning curriculum / careers provision against the Blueprint – or develop a new one; Enabling learners to assess themselves against the Blueprint framework and identify strengths / weaknesses in career management Using the Blueprint to review career resources and products Using the Blueprint to identify priorities and allocate resources for careers work
Initial findings from the trials Broader model of ‘careers’ Encourages practitioner reflection on guidance process SMARTer outcomes in ILPs / new format for ILPs Spiky profiles: learners at different stages Language not accessible to all / structure complex Useful as a common point of reference in working with range of staff internally / with partners: also for transition
Initial findings from the trials ‘The Blueprint covers what you want from a career, how hard you are prepared to work/study for it and how much it will cost you to train / study. It challenges your own work values and the probability that you will not have a job for life and that there may be several career changes. I wish I had received this when I was at school.’ An adult learner. pg 31 Career blueprint: supporting an all-age guidance Strategy. LSIS 2010
