  3. Background GOMC Request • In the past, Councilors have expressed concern regarding the Council’s role in review of fund development requests and decision-making. • The Birchline Planning, LLC. Fund development Plan recommended GOMA take lead with fund development • At their June 2013 meeting, the Council requested GOMA assist with Fund development.

  4. Prior Procedure Overview Fund development Reports reviewed for advice and recommendation by: • Management and Finance Committee • GOMC Working Group and Council Contract Management for Fund Development contractor provided by: • Gulf of Maine Council (Working Group Chair) Note: Starting last year, contract facilitation assistance provided by GOMA Chair

  5. Changes from Current Procedure Guidance only will be provided by Council, Working Group and Management and Finance Decision-making will be done by GOMA Contract management and assistance for fund development contractor will be provided by GOMA

  6. Recommendation Review Flow Chart description in the October 2013 Working Group Briefing Book Determine if Flow Chart meets the needs of the GOMC and make recommendation for Council approval
