Class work • Read 11.1 page 145 with your partner. • Next, read 11.2-11.3 and prepare for act-it-out. As you read think about how the historical figure you were assigned would think, feel, and respond to the events described in section 11.2 and 11.3

Focus: You can use text book chapter 11 • Thomas Jefferson was the first Secretary of State. What do you think were some of his responsibilities? • Alexander Hamilton was the first Secretary of the Treasury. What do you think were some of his responsibilities?
From the US Department of Treasury and State : • The Secretary of the Treasury is the principal economic advisor to the president and plays a critical role in policy-making by bringing an economic and government financial policy perspective to issues facing the government. The Secretary is responsible for formulating and recommending domestic and international financial, economic, and tax policy, participating in the formulation of broad fiscal policies that have general significance for the economy, and managing the public debt. • Under the Constitution, the President of the United States determines U.S. foreign policy.The Secretary of State, appointed by the President with the advice and consent of the Senate, is the President's chief foreign affairs adviser. Created in 1789 by the Congress as the successor to the Department of Foreign Affairs, the Department of State is the senior executive Department of the U.S. Government. Notes for 11.2 and 11.3 • The Presidents cabinet is made up of executive department heads. • Washington called for an army to crush the Whiskey rebellion because he felt it was a threat to the new government. • Hamilton agreed with Washington. Jefferson thought the idea of sending troops to catch a few tax rebels was foolish.
French Revolution 11.3 • 1789 people of France revolted against the king • Republicans in America saw the Revolution as part of a crusade for democracy • In time many Americans changed their minds about the Revolution because over 20,000 men, women and children were killed.(wealthy nobles) • Federalists ( who saw themselves as well off) began to worry this would happen in the US.

Presidency of John Adams 1796 11.6 • Elected president by only 3 votes • Jefferson came in second and became vice-president • The nations’ new top 2 leaders were from opposing parties!
11.6 • Federalists: believed the wealthy and well educated should run the country. • Republicans: believed the citizens of the country could make well informed decisions and could run the country. • A major issue that divided the republicans and federalists was: how large and powerful the federal government should be.
Alien and sedition acts • Alien acts: lengthened the time it took to become a citizen ( 5 to 14 years) • Most immigrants voted republican so Jefferson viewed this law as an attack on his party. • Sedition act: made encouraging rebellion against the government illegal. (It was used to punish republican newspapers who insulted Adams)
Alien and Sedition acts were viewed by republicans as: an attack on the first amendment right of free speech and free press. • States rights theory= states have the right to nullify federal law. • In his farewell address Washington urged Americans not to let loyalty to political parties tear the nation apart.
Virginian and Kentucky resolutions • Jefferson and Madison drew up a set of statements opposing the alien and sedition acts. • They said states had the right to nullify laws ( constitution gave them these rights: states rights theory) • Only Virginia and Kentucky agree • ( Alien acts still in place today- sedition repealed in 1802)
Election of 1800 11.7 • Showed that power could peacefully move from group to group in a democracy. • In other countries power changes hands by means of war or revolution.This election in the US changed hands( from federalists to republican) without any bloodshed. It was a victory for Jefferson and the republican party.
Election of 1800 • New nation’s capitol is moved to Washington D.C. in the fall of 1800. • Vice President Thomas Jefferson defeated President John Adams to win the presidency.( after the tie was broken) The election ushered in a generation of the Democratic-Republican Party rule and the eventual demise of the Federalist Party
