Introduction • The study describes the communities of the two villages, based on the instruments of the sociological and anthropological research: interviews based on structured questionnaires, semi-structured individual interviews, informal interviews, direct and participative observation; • The study focuses mainly on the population of the two communes that are lacking direct water supply, while having the technological possibility to be connected to a water system: Dorma Candrenilor (partially), Poiana Negrii, Dealu Floreni (partially) Tesna, Romanesti; • The field inquiry was carried out in the August 13-16 2007 interval.

Population and the communities • Dorna Candrenilor • Located along DE 576, the road infrastructure is being reconstructed, important tourist potential; • 3,150 inhabitants in 3 villages; • Of these, less than 400 have a legal, fulltime job; • Approximately ½ of the population consists pf pensioners; • The most important employers: the Coca-Cola factory, the milk processing plant (La Dorna), small timber yards; • The basic family income is supplemented by the sale of the milk to the milk plant for RON 0.5-0.6 RON/liter. • Cosna • The commune center is 2 km away from DE 576, the junction is made via a country road. The precarious infrastructure creates the impression of an isolated community; • 1,612 inhabitants live in five villages; • Of these, 316 have a job, mostly at the timber yards in the commune; • The population is very old: • 460 are aged 65 or more • 330 children are aged 15 or less • There is only one production facility, a milk processing plant, in Podu Cosnei;

General considerations • 24.4% of the population declared total household income to be belowRON 340 the month before, which was Romania’s minimal wage at that time • Over 60% of the population earns below a monthly RON 1,000. • People assess themselves as being poor: 79% of the respondents said revenues were enough for the bare necessities only. • Life satisfaction is directly dependant on financial gains. • People in Cosna are much poorer than people in Dorna Candrenilor. • In general, people have no great expectations about the future and perceive time in a linear manner. • The youth are the exception: they all hope for a better life than their parents’, but the solution is to go abroad • According to local estimations, 20% of the inhabitants live abroad, 84% more declaring they wish to go abroad for work the next year.

Population and local authorities • The smaller, homogenous population, mainly that who is traditionally-rural, is creating the premises of a direct information of the citizens on the activities of the local authorities • The mayor and the vicemayor are known by over 90% of the population of the communes, and 80% of the people know at least one local councillor. • In Dorna Candrenilor, everybody is familiar with at least one activity of the local authorities, and the authorities, on their turn, know many locals, some by their first names, and are intimately acquainted with their problems. • In Cosna, some citizens are fairly discontent with the local authorities, and the village hall’s relationship with the inhabitants is pretty cold. • Authorities’ development plans: • Dorna Candrenilor: • Investments in the Dealu Floreni airport, for later benefits, especially from the tourist perspective. • Modernization of road infrastructure: asphalting the district road to Poiana Negrii, all the way to the end of the village, towards the mountains. The project is partially finished. • Pilot-project of tourism-school, managed by the Dorna Candrenilor village hall in collaboration with the local high school, with its tourism class. • Cosna authorities’ development plans: • Cosna: • Modernization of the road infrastructure, the road between DE 576 and the commune center, ongoing project. • Implementing a water supply system, ongoing project

  6. Public perception on the authorities • The average ratings given by the respondents to the authorities for their work on: • Creating jobs for the youth: • Dorna Candrenilor: 5.02 Cosna: 2.51 • Attracting investors: • Dorna Candrenilor: 7.01 Cosna: 2.89.

  7. Successful investments • Dorna Candrenilor • The Coca Cola HBC Romania and Rio Bucovina water bottling plant in Poiana Negrii and Dealu Floreni • The Dorna Lactate milk processing plant in Dealu Floreni • Two boarding houses, “Poiana” (in Poiana Negrii) and “Karelia” (in Dorna Candrenilor), of which the first alone corresponds to the standard of civilized tourism. • Small timber yards, mainly in Poiana Negrii. • Cosna • Small timber yards, local craftsmen, wood houses builders. • No boarding houses or other tourism accomodation facilities. • A small milk processing factory in Podu Cosnei.

  8. Possible paths for development The following paths for development have been singled out by the locals and the authorities, during informal speeches: • Development of tourism, by setting up several accommodation food facilities (boarding houses, hotels, motels). • Developing a pastime infrastructure: ski slopes, gulf course, modernizing access routes to the natural reservations and parks “12 Apostoli” and “Calimani”, repainting mountain markings, drafting promotional materials on Tara Dornelor. • Setting up eco-farms for tourists • Setting up fisheries and trout farms • Setting up small crafts shops (small crafts, painting traditional Easter eggs, artistic woodworking)

Population and private initiative • Statistics: • 5.7% only of the population declared to own or run a small business. • 12% of the respondents said they were planning to start a small business the next year. They are distributed as follows: • In Dorna Candrenilor: 16.3%. • In Cosna: only 7.6%.

  10. Hurdles in the develoopment • Precarious road infrastructure: • The poor roads are perceived as the most important impediment in the development of the small businesses in the area. In fact, the population assesses this to be the most important aspect for the community, together with the creation of jobs for the youth. • The population believes the village halls have not done enough to improve the roads. This is how they rate the authorities in this respect: • in Dorna Candrenilor: 6.83 • In Cosna: 1.84.

  11. Hurdles in the develoopment • Lack of a sewage and purification system of waste waters: • 80.1% of the population believes improving the quality of water and building the purification systems would contribute to improving the business environment and to creating more jobs in the area. • 87.4% of the population believes this would definitely attract more tourists in the area. • This aspect was also highlighted by local authorities. For instance, the Cosna village hall has received the documentation for building permits of three bed-and-breakfasts within the Cosna commune, yet entrepreneurs are awaiting the introduction of a water supply system.
