Whether a flight can be performed - in operational and
technical terms - depends on a number of factors: wind,
weather at destination and en route, navigation aids
and equipment, airport facilities, the aircraft`s technical
condition and performance, fuel uplift needs and a lot
more. The flight Dispatcher`s job is to coordinate all
these variables to ensure that flight operation is
conducted as safely and economically possible

Flight dispatchers are the heart of an airline.
They are the main liaison to the
cockpit crew. He/she is the person
authorized by the appropriate authorities
or airlines to exercise Operational Control,
Flight Planning, and In-flight Assistance.
Especially in Europe the flight dispatcher also executes
slot coordination between actual flights and Eurocontrol,
i.e. the Central Flow Management Unit in
Brussels/Belgium.

ACARS or similar communication system Should be a MUST for all passenger aircrafts.
11. Time zones and the Flight Dispatcher versus technology The worst thing for me coming back from the States or Canada is setting the timebarre correct on my watch! How do you do it when you have to adjust the time some 15years backwards?????

ATC is tasked to separate IFR traffic from other IFR traffic.
Aircraft Commander made two mistakes:
One-Assumed the ATC reroute would consider meteorological conditions and impact on the probability of the flight reaching its destination.
Two-Failed to contact the dispatcher to immediately discuss the proposed reroute.B727 DFW - MIA

17. What is a Flight Dispatcher ? In some countries they are Licensed!
Licence means that the local CAA has issued a License after the FOO has completed school with the same theoretical knowledge as Pilots, i.e. in
1/Rules & Regulations!
2/Navigation Jet Aircraft!
3/Meteorology incl. high altitude!
4/Application!
5/Instruments and performance!
Is a License important?
20. License or Certificate I have a license to drive a car, but I can very well drive it just as good without the license! (responsible?)
It seems that EASA dont want to recognize the Flight Dispatcher in E.U!
Why step backwards? Why downgrade the whole E.U. in stead of doing an upgrade?
21. Staff in Hot dog stands need licence in E.U. Why shouldnt we?
We make flight plans acc.to rules and regulations!We are responsible for the various limitations acc. The MMEL.
We want to be responsible for our job, assure that the Pilots are aware of not discussing flight procedures with just anybody, and especially not the Sausage-man
22. Training of Flight Dispatchers Must establish single set of requirements to operate as a Single Market
Free movement of labour not feasible until knowledge and training requirements are defined
Establish Minimum Training Standards
Establish Uniform Training Schools
Honour minimum level of training as defined in the ICAO Training Manual Doc. 7192
Move toward Harmonization between the FAA/EASA

We can Reduce pilots workload and fatigue by providing up to date information and doing some tasks which the pilot will not have to do.
An effective flight dispatch system improves operational processes and information to the crew and fits into the philosophy of the safety management system (SMS)
