PERMIT ISSUANCE SYSTEM IN CROATIA –Environmental Review • CONCLUSION: • There is a great number of legal provisions and bodies defining by their permits the conditions for performance of activities and monitoring their implementation. • Overlapping of the inspection competences is a cause of reduced efficiency in determination of actual competence in case of undertaking specific measures. • Long process of permit issuance. • Need to harmonize the system and form a single competent body for permit issuance, whose inspection would supervise the implementation of the measures.

PERMIT ISSUANCE SYSTEM IN CROATIA –Environmental Review • IPPC Directive recommendation • All individual permits should be unified into a single one that would encompass all the environmental effects and contain the safety at work conditions and environmental protection by use of the BAT- Best Available Technique, which would reduce the pollutants emissions to the environment and reduce the probability of accidents. • Cooperation of government representatives, industry, and inspection services in drafting of the permit. • Permits for identical industries must be standardised. • In the final formulation, technical solutions, geographic location of the plant and local conditions of significance for environment protection should be taken into account.
