Ghana – Biotech Regulation Status • Regulatory framework: • Biosafety Act (2011) adopted, but waiting for • full implementation through establishment of • National Biosafety Authority • NBA Board • Interim framework still in force • allows NBC (under MEST) to authorize confined field trials • spelled out in legislative instrument 1887 (2008)

  3. Ghana – Crop Potential • Potential biotech products • CFTs approved for: • Bt cowpea • NUE rice and • protein-enhanced sweet potato • interest in releasing Bt cotton

  4. Ghana – Africa Harvest Plans • New territory for Africa Harvest • Focus only where we have a comparative advantage • Future plans to expand involvement based on the need by Ghanaians

  5. Ghana – Africa Harvest Plans • Leverage on lessons from other African countries • Capacity building for media/Ghana News Agency • Capacity building of regulators and scientists in biosafety communication • Assist in developing a Ghana Science Journalists Association

Ghana – AATF Plan • Continue hosting OFAB activities • Monthly & special meetings • Outreach materials • Implement results of NetMapping to carry out targeted outreach on biotech • With PBS • Continue media & scientists capacity strengthening – through cowpea and rice • Following the enactment of Biosafety Act in 2011, AATF has been and will continue to monitor emerging Biosafety Regulations and SOPs & provide necessary advice

Ghana – ISAAA Plan • Timely and consistent messages: • Training for journalists, scientists on Biosafety communication • Launch of the ISAAA global report (2012) • Brief 44 through OFAB-Ghana • Translation of Brief 44 highlights into one local language (Akan) • Involving relevant Ghanaian stakeholders in the ISAAA annual study tour to Burkina Faso (~ 30 stakeholders in 2012, of which 22 farmers)

Ghana – PBS Plans • Will remain focused on areas of core competencies • Training for regulators • Policy strategy • Establishment of proper authorities • Strengthen regulator and policy makers capacity • Biosafety communication • Policy communication and strategy • Issue management /monitoring as it relates to biosafety and regulations • Working to identify critical communication needs with regulatory officials, policymakers, key stakeholders and agencies • Training • Practical experiences • Work with existing partners to leverage the messages • ISAAA, OFAB

  9. Ghana – AFSTA Plan • Work on identifying a champion/spokesperson on seed and biotechnology issues among the seed industry players. • Get 2 journalists to become ambassadors of seed and biotechnology to help raise the visibility of voices of seed merchants in Ghana. • Launch a magazine on seed matters in Africa.
