  5. Applicant Request • The applicant is requesting to rezone the property from ‘BP’ (Business/Professional) district to ‘BR’ (Business/Retail sales and services) district. Both districts implement the Commercial land use designation found on the property. The BR district is most notable for allowing retail sales and services as a permitted use (the BP distirct does not).

  6. Staff Analysis of Request • The land use for this site is commercial, which supports a number of zoning districts, including BP and BR. As shown in the staff report, the change in zoning to BR will not adversely impact LOS standards found in the plan. The proposed zoning will allow retail sales, which is consistent with other development in the area (particularly in the shopping center across Archer Road). The site previously housed a convenience store, so the provision for retail sales is not out of character for this property.

  7. Staff Recommendation • Staff recommends that the Board adopt resolution Z-12-14 approving the request to rezone from BP to BR district with the bases as noted in the staff report.
