RTCA SC214/VDLSG Status Update Dongsong Zeng– VDLSG Chair
VDLSG Background • VDL2 Multi-frequency enhancement is needed to support NextGen and SESAR • VDLSG/WG92 work jointly to update the VDL2 standards to include multi-frequency improvements that are aligned with A631-6 • DO-224C (RTCA Minimum Aviation System Performance Standard) • DO-281B (RTCA Minimum Operational Performance Standard) • ED-92B (EUROCAE MOPS) • ICAO Doc 9776 VDL2 Technical Manual
Where we are in RTCA • VDLSG in RTCA Organization Structure We are here PMC Policy Board Board of Director …… SC-216 SC-214 SC-223 VSG CSG VDLSG

Key Multi-frequency Improvements • Air - Ground frequencies are separated • Before: CSC, non-CSC • After: CSC, air, ground • When aircraft changes from ground to air, it will switch to an air frequency if it is available, and vice versa. • Frequency support list management is added to MASPS • FSL related test cases are added to MOPS • Autotune is updated for multiple-frequency • Aircraft Requested Ground Initiated handoff is removed
DO-224C MASPS Status • Draft DO-224C • VDL2 multi-frequency is updated to align with A631-6 • Approved for Final Review And Comment in Plenary 12, Berlin, April, 2011 • Received a total of 21 FRAC comments • VDLSG/WG92 collectively resolved all 21 FRAC comments by September 2011 • SC-214 Approved DO-224C in Plenary 13, Paris, September 2011 • PMC approved DO-224C publication in December 2011
DO-281B Status • DO-281B • Aligned with DO-224C and A631-6 • Approved for FRAC in October, 2011 • Received a total of 76 FRACs • VDLSG/WG92 collectively resolved all FRACs by Jan 30, 2012 • PMC publication approval in March 2012 • ED-92B • Technical content same as DO-281B, with different traceability references • Similar publication schedule (EUROCAE Technical Council can approve it at anytime)
ICAO Tech Manual Update • ICAO Doc 9776 VDL2 Technical Manual is the international VDL2 MASPS • Need to align with DO-224C, DO-281B, ED-92B and A631-6 • Amendment Proposal (AP # 310), initiated by Pete Muraca, proposes changes to align tech manual with DO-224C and A631-6 • VDLSG/WG-92/DLK completed review of AP # 310 intended for the ICAO ACP-WG-M-19 meeting in June 2012 • VDLSG/WG-92/DLK plan to complete the review of ICAO ACP WG-M WP05 (Edition 2 to ICAO Doc 9776) before the next ICAO ACP-WG-M-20 meeting in the Fall of 2012
Key Issues for Future VDL2 Standard Update • During the VDL2 MASPS and MOPS update, we found a list of issues that need improvements in the future VDL2 standards update • Key issue areas • Frequency support list usage • Interactions between handoffs • Autotune response options • Means to reduce the use of poor SQP • Clarifications on missing and/or invalid parameters
Joint DLK/VDLSG/WG92 Work Plan • Continue supporting ICAO ACP WG-M for VDL2 standards update • Keep tracking multi-frequency issues arising from validation and operation • Start preparation for potential solutions • Contribute to AEEC VDL2 related standards update • Opening RTCA documents for revision is a decision for the PMC to make • Coordinate with DLK, FAA, SC-214, WG-92, and ICAO to work on next round MASPS and MOPS update once it is opened • The pace of meetings should be driven by the workload • RTCA SC-214 VDLSG will update its Terms of Reference to reflect this work plan
