Foreward • Korea has been pursuing a deregulation campaigns since 1998. • The Regulatory Reform Committee was established in 1998 under the President to comprehensively enact regulatory reform tasks. • Facing Global Financial Crisis 2009, Korea took quick action by introducing ”Temporary Regulatory Relief” and it helped many companies and individuals, in weathering away the economic crisis.
Korean Regulatory Reform • Regulatory Review(1998): • President ordered to eliminate 50% of existing regulations within a year: “Guillotine Approach” . • Each ministry had to prove the need for its regulations before Regulatory Reform Committee (RRC) during the process. • Temporary Regulatory Relief (2009): • Eased or repealed regulations temporarily until the economic recovery takes hold • Regulations are restored on the due date but as exceptions,some have been repealed permanently
Lessons for Taiwan • Improve CEPD level like as RRC • Stop political vicious competition to improve national competitiveness • Take action quickly and react efficiency in RR • Review side effect of deregulation
