  2. Outline • National ENIC: main functions under Lisbon Recognition Convention (LRC) • ENIC/NARIC Charter of Activities and Services • Main tasks: information, assessment, co-operation • ENIC in Finland

  3. National ENIC office • LRC: Acknowledging the need for relevant, accurate and up-to-date information, each Party shall establish or maintain a national information centre. National solutions: • Inside the Ministry of Education • Other State/Government institution • Foundation or other independent public institution established by the Government • Private agency

Main functions of the national ENIC according to the LRC • Facilitate access to authoritative and accurate information on the national higher education system and qualifications • Facilitate access to information on the foreign higher education systems and qualifications • Give advice or information on recognition matters and assessment of qualifications • Promotion of the use of the Diploma Supplement

  5. Joint ENIC/NARIC Charter of Activities and Services • Assists national centres to respond to the challenges posed by the changing recognition environment and to set up a legitimate framework for its work • Elaborates the minimum services to be provided by a national centre • Outlines the minimum structural needs of a centre in terms of political support, equipment, human resources and funding

  7. Information • Foreign qualifications and educational systems • Main information point for higher education and access qualifications • National education system • National and international legal instruments

Format of the information on the national education system • Legal basis and description of the education system • Lists of recognised and accredited higher education institutions and programs • General description of the national system for evaluation and accreditation, information on web-sites of the relevant bodies • Description of the national procedure for academic recognition of foreign qualifications

  9. Information • Rights of citizens regarding recognition • Recognition procedures and policy, both in home country and other countries -Minimum: - who can I contact? -what are my rights?

  10. Information • Bologna Process • Diploma Supplement • European Credit Transfer System (ECTS) • Qualification Frameworks • Joint degrees • Assistance to institutions in developing their procedures for credit transfer and foreign student admissions

  11. Information • Adequate, reliable and authenticated • Well-structured and clear • Up-to-date • Fit for purpose (e.g. academic, professional) • Consistency • To be given in reasonable time limit • Languages?

  13. Assessment of foreign qualifications • Information, advice or formal decision on the recognition of qualifications • Application of existing criteria and procedures developed by the Network • Developing and implementing new criteria and procedures • Promotion of fair recognition

OTHER TASKS • Contribution to higher education policy development and legislation at national, regional and international level • National: degree structure, qualifications framework, quality assurance, accreditation of prior learning, admission policy and procedure, recognition policy, implementation of recognition instruments and tools, terminology, students rights, mobility
