Redhill Local NewsSouth East Region - General • Our prediction at the last cascade: • “Looking like a budget shortfall against 2011 – 12 resulting in: • Direct allocations • ‘Bought in service’ PMs • WFD projects” • BUT – WE DO NOT WANT TO OVERCOMMIT • PLEASE SHOUT IF YOU THINK YOU ARE • And the reality: • There still looks like a shortfall and: • We have been directly allocated 6 new projects • Secondments have been extended and increased • 4 of the 6 new projects are WFD related Thames North East Thames West Kent, South London Solent and South Downs

(D&B) – EOI submitted • Minor Works Framework – design support to Gallifords

RedhillAnglian Region • Deben Estuary Plan: • “ICZM light” approach, working in partnership with a community group (DEP), who will develop the Deben Estuary Plan. • Our role (and that of EA) is to provide the technical information and to outline the limits of what the EA can fund. • Our work will inform the community to make their own decisions and will assist them in delivering their own schemes. • New project, with staged approach. Form A has just been approved.

  12. RedhillAnglian Region • Central Area Individual Property Protection (IPP) Package • Provision of IPP to 234 properties located at three sites (between Milton Keynes and Cambridge). Our role is to undertake engagement and coordinate on behalf of EA. • Having had the PARs approved, the revised EA flood maps are now indicating a significant reduction in the no. of properties! • Project likely to be much smaller, but there are other projects of this type in the regional programme.

  13. RedhillAnglian Region • Minsmere Flood Risk Management (Delivery) • Construction completed end of Jan / early Feb. • Opening ceremony undertaken and attended by local MP. • Positive feedback from public, RSPB and others.

RedhillAnglian Region • Minsmere Sluice and Embankment Works • Refurbishment and H&S work to tidal sluice. • Resolving asbestos piling issue on embankments, some embankment raising. • PAR, detailed design and contract documents, followed by site supervision. Lots of issues due to poor scope definition by EA / conflicting internal needs

RedhillAnglian Region • Ely Ouse to Essex Water Transfer Scheme – Technical Support • Kennett Tunnel Inspections – looking to use remote technology to undertake condition assessment of large water transfer tunnels. • Anode Bed replacement – existing anode bed system that protects tunnels from corrosion needs to be replaced. • Project to prepare business case for the above works. NEW!

RedhillAnglian Region • Prospects • Minsmere sluice and embankment works – won through mini-bid • Ely Ouse to Essex Water Transfer Scheme Tunnel Inspection and Anode Bed Replacement – won through mini-bid • Further IPP projects in Central area – may be direct allocation • Norwich Flood Defences PAR – likely to be a mini-bid later in year

Bradford on Avon/Exeter Local News • Performance • Good feedback of our performance and flexibility • Particularly good comments on West Quay and Dawlish from Wessex and Devon Areas • Appreciation of our efforts on Truro, both in design office and Andrea on site to keep the job moving. ECC PM grateful for our full support.

  19. Current projects - ncpms • Truro ph3 Test ground anchors installed before Christmas and passed pull out tests OK Piles delivered – ready to start driving

  20. Current projects – ncpms • Taw Torridge Estuary Coastal Management Strategy • Won on the basis of using previous studies and expert judgement – to meet their objectives and no more. Alex doing a good job to manage the inputs • Parrett Sowy - proving difficult to get the right balance between spillway and bank levels to ensure left bank properties are not adversely affected

Jack running up to complete the PAR • Brue Fish Passes – made recommendations which now seem to be acceptable • Nadder River Restoration – survey delayed by Salmon spawning • Powderham Banks – finalising SI requirements • Wick FAS – Richard finalising prelim report • CDM-C jobs – David Widgery working on a number of Area projects, as well as all the ncpms jobs – Also assessing competency of EA Area staff as designers • Parrett Sowy (with ncpms) proving difficult to get the right balance between spillway and bank levels to ensure left bank properties are not adversely affected

West Quay – Phase 1 Section (looking south) of finished Phase 1 work in Bay Work will then be required to remove collapsed material below and in front of the sewer with further low level scour protection work - probably with sprayed concrete but also, possibly with grout bags and other measures

  33. Points to note • Take care setting TPM objectives for the quarter to give potential for higher scores – no more 5’s for excellence! • Change programme for Area staff structure will be significant and they will be slow to sort out the new posts. Expect slow service and delays in decision making • The ncpms and Area programmes are under-spent which is bad news. They will be looking to maximise spend up to 31 March. Get their sign up to any creative accounting.
