  3. Difficult to establish what is Successful. (Better outputs? impact results? human resources or institutional resources? How to quantify long term improvements?) • Inside out approach: Better results when capacity comes as a response of the National Forest Monitoring System needs. Demand driven. • Training through workshops: • Joint research activities: • Technology transfer: • Linked to the planning stages of the National Monitoring system and with human resources expertise. • Better results when donors and cooperation understand that Capacity Building as a dynamic process and not an static result. Lackof Communicationand external and internalcoordination. • Mobility of human resources. Hardto plan at thelongterm. • Difficulties in being a recipient of funds. • Enhancementofadministrativecapacityisalsoneeded. • Resultsbased in short termresults (eg. black boxes) Successfulstories: Learningdoing….

Cooperationis Flexible and adjustedfornationalcircunstances. It´snot a linear processand has to be adjustedperiodically. –Hardtoestablishwherewewill be in fiveyears- Continueto be basedalmostcompletelytoaninside-outapproach. Assistancewillhavebettercommunication and cooperation and planningwillincreasebetweenagencies and betweeninstitutions. Results!
