Difficult to establish what is Successful. (Better outputs? impact results? human resources or institutional resources? How to quantify long term improvements?) • Inside out approach: Better results when capacity comes as a response of the National Forest Monitoring System needs. Demand driven. • Training through workshops: • Joint research activities: • Technology transfer: • Linked to the planning stages of the National Monitoring system and with human resources expertise. • Better results when donors and cooperation understand that Capacity Building as a dynamic process and not an static result.
