European Community’s Accession to EUROCONTROL • Diplomatic Conference in 2002 - ratification of the protocol: ongoing • Same Rights and Obligations as all other members • European Commission coordinates and votes on behalf of EU States in its areas of exclusive competence: • Standardisation, Research Policy, Trans-European Networks • Single European Sky (also mixed competencies) • Excludes National Security and Defence

  5. Memorandum of CooperationEUROCONTROL - European Commission • Signed on 22 December 2003, covering: • Implementation of the Single European Sky • Global Satellite Navigation Systems (incl. Galileo) • Research and Development • Traffic and environmental statistics • International cooperation

The Single European Sky • 4 basic regulations: Creation of the Single European Sky Provision of Air Navigation Services Organisation and use of Airspace Interoperability of the network • Adopted by the European Parliament and the Council in March 2004,published on 31 March 2004 and came into force on 20 April 2004 • Single European Sky Committee: EU Member States,European Commission chairing, EUROCONTROL observer
