  1. Experience from Others: How to Successfully Apply the ITS Knowledge Resources for Decision MakingT3 Webinar – April 15, 2010 Marcia Pincus, Program Manager, ITS Joint Program Office at USDOT Firoz Kabir, Principal Intelligent Transportation Systems Engineer, Noblis Cheryl Lowrance, Principal Intelligent Transportation Systems Engineer, Noblis

  2. ITS Strategic Plan - Evaluation • The objective of the ITS Evaluation program is to determine the effectiveness and benefits of deployed ITS, and the value of ITS program investments. • How to measure the impacts of deployments locally and nationally. • Independent evaluations of ITS Program research activities. • Develop deployment tracking surveys and analyze the results. • Evaluate deployments conducted outside of the ITS Research Program. • Evaluate the overall effectiveness of the ITS Program. • Analyze information and findings. • Report research, deployment, and program evaluation results and implications to stakeholders both internal and external to ITS.

  3. Presentation Overview • Introduction • Knowledge Resources Overview • Benefits Tour • Lessons Tour • Costs Tour • New Features for Costs • Q&A

  4. Webinar Learning Objectives • Participants will learn • How to use the ITS Knowledge Resources to find information on ITS costs, benefits and lessons learned. • How the ITS Knowledge Resources can help stakeholders make informed decisions in planning, deployment, operations, and maintenance of ITS.

  5. INTRODUCTION

  6. Introduction • ITS JPO of the USDOT has developed online ITS Knowledge Resources for decision making support: • JPO website: http://www.its.dot.gov/index.htm • The ITS Knowledge resources include: • ITS Benefits Database (www.itsbenefits.its.dot.gov) • ITS Costs Database (www.itscosts.its.dot.gov) • ITS Lessons Learned Knowledge Resource (www.itslessons.its.dot.gov) • ITS Applications Overview (www.itsoverview.its.dot.gov) • ITS Deployment Statistics (www.itsdeployment.its.dot.gov) Purpose of the Knowledge Resources: Support ITS related decision making by transportation professionals

  7. Introduction to Resources ITS Applications Overview • Integrates resources together • Sorts ITS technologies into 17 major categories • Answers questions about each technology, e.g.: • What are the benefits, costs and lessons learned? • How much is out there? • What documents are available? • Who are the DOT contacts? www.itsoverview.its.dot.gov

  8. Introduction to Resources ITS Deployment Statistics • How much ITS has been deployed in cities and states across the U.S. • 108 metropolitan areas • All 50 states • Data since 1997, collected through surveys annually or biannually • New survey planned for Summer 2010 www.itsdeployment.its.dot.gov

  9. Introduction to Resources ITS Benefits Database • Objective • Analyze and document ITS benefits • Disseminate information about ITS benefits • Content • Articles: 563 benefit articles as of April 1, 2010 • 17 Application categories • Goal areas • Geography www.itsbenefits.its.dot.gov

  10. Introduction to Resources ITS Costs Database • Objective • Analyze and document the costs of deploying ITS • Disseminate information about ITS costs • Content • 192 articles as of April 1, 2010 • Capital and maintenance costs • Unit costs and system costs www.itscosts.its.dot.gov

  11. Introduction to ResourcesITS Lessons Learned Knowledge Resource • Objective • Gather and disseminate lessons learned from the experience of past ITS deployments • Content • Over 425 articles • Crosscutting categories • 17 Application areas • Goal areas • Geography • Synthesis; Lesson of the Month www.itslessons.its.dot.gov

  12. Introduction to Resources Summary • Databases Introduced • Applications Overview • ITS Deployments Statistics • ITS Benefits • ITS Costs • ITS Learned • Next • Polls • Database Tours – Live • Exercises – Some interactive

  13. www.itsbenefits.its.dot.gov Benefits Database Tour

  14. Benefits Tour Highlights • Benefit Entries • Provide summary of source document • Provide methodology • Provide results, findings, performance impacts, conclusions, etc. • Quantitative • Qualitative • Direct link to source document • Search Options • Search by Application Area • Search by Classification • Search using Keywords • Search using Menu Tabs

  15. Tour: Benefits Database

  16. Benefits Exercise • Scenario: You are the Traffic Operations Engineer for a city in California of 500,000 residents with traffic congestion increasing every year.  There is no land available for widening highways, and we need an action plan.  What can we do, and where can we start? http://www.fhwa.dot.gov/planning/rural/planningfortrans/2ourrts.html

  17. Benefits Exercise • Benefits Exercise: • Try to find any mobility or environmental improvements that similar cities in California have experienced. • Identify possible ITS solutions based on potential mobility and environmental benefits. • Tools • Benefits Web site: http://www.itsbenefits.its.dot.gov/ • Search Options: • Menu Tabs • Search by Application • Search by Classification • Keyword Search

  18. Tour: Benefits Database • What have we learned: • Content • Search options • Benefit of the Month • Database Features: • Available Documents • What’s new • RSS • Related T3 Webinars • Quick Links

  19. Lessons Learned Knowledge Resource Tour www.itslessons.its.dot.gov

  20. Lessons Learned Tour Highlights • Lessons Learned Entry • Provide summary of source document • Provide Lessons for practitioners to consider when deploying projects • Direct link to source document • Provide contact information • Search Options • Menu Tabs • Search by Application Area • Search by Lesson Category • Search by Classification • Search by Keyword

  21. Tour: Lessons Learned Knowledge Resource

  22. Lessons Learned Exercise • Scenario: You are planning to implement a comprehensive Freeway Management program in your metro area in Oregon. Use the Lessons Learned Web site to find some lessons from the past to help you make informed decisions about how to proceed. • Tools • Lessons Learned Web site: http://www.itslessons.its.dot.gov/ • Search Options: • Use Lesson Category Icons • Use Classification Grid • Type Keyword • Use Menu Tabs

  23. Tour: Lessons Learned Knowledge Resource • What have we learned: • Content • Search options – 4 types • How to find lessons on an ITS technology • Lessons from my state • How to contact us

  24. COSTS Database Tour

  25. Costs Database Tour Highlights • Costs Summary • Unit Costs • Cost associated with an individual ITS element • System Costs • Multiple ITS elements and typically represents the total project cost • Costs summaries provide same level of detail as Benefit and Lessons Learned summaries • Search Options • Menu Tabs • Search by Application Area • Search by Keyword

  26. Tour: Costs Database

  27. System Costs Exercise • Scenario: You are the Traffic Engineer for a city in Colorado and have a safety challenge in one of your main roads with heavy truck traffic. This road has shown an increase in crashes due to unsafe speeds. You know that there are benefits to deploying ITS strategies to help but, need to evaluate the costs of implementing a new system.
