ITU-T Study Group 2Question 3 Operational Aspects of Service Provision, Networks and Performance • E.106: Description of an International Emergency Preference Scheme (IEPS)* • Adding support for packet networks to ensure that in a converged environment services provided in the PSTN carry through the packet network • Adding support for the international IEPS/ETS codepoint developed in SG11 Proposed title change: “Description of an International Emergency Preference Scheme for Disaster Relief Operations (IEPS)”
ITU-T Study Group 9Question 10 & 13 Integrated Broadband Cable Networks and Television and Sound Transmission • J.160: Architectural framework for the delivery of time-critical services over cable television networks using cable modems has begun • Began drafting a supplement to address emergency telecommunications issues in IPCablecom • J.ETS: New Recommendation addressing emergency telecommunications over cable networks
ITU-T Study Group 11Question 6, 9,11, & 12 • Approved amendments to 14 existing recommendations associated with the ISDN User Part (ISUP), the B-ISDN user part (B-ISUP), and the Bearer Independent Call Control (BICC) • Support for a new international IEPS code point • “ETS Signalling requirements Supplement” in draft • Estimated Completion: 2004 Signalling Requirements and Protocols
ITU-T Study Group 16Question I Multimedia Services, Systems and Terminals • Use of public telecommunication services for emergency and disaster relief operations • Addresses public telecommunication services that authorities can use to communicate during emergency and disaster operations • Issues related to converging and evolving networks including traditional telephony and multimedia applications • Standards apply to international ETS traffic
Study Items • Identify organizations addressing the various aspects related to telecommunications for emergency and disaster relief operations • Define ETS capabilities drawing from user requirements • Study Group 2 and 16 will identify user requirements for ETS capabilities • Solicit input from administrations and disaster relief organizations
Study Items (2) • Working on security aspects for authentication of users and prevention of interference (SG2, SG16, SG17) • Spoofing, changing content, denial of service, eavesdropping, with ETS traffic • Defining terminology associated with ETS capabilities for emergency and disaster relief operations
Specific task objectives • Identify the ETS capabilities that are needed to fulfill the requirements • first draft January 2004 • Liaise with organizations or activities responsible for addressing specific capabilities • ongoing • Develop a system framework Recommendation identifying the components needed to support the ETS capabilities • 2005
TDR Standardization • Contributions submitted to several Study Groups to develop Recommendations for ETS/TDR (2001) • Need for improved coordination and liaison with other SDOs • Experiences from the events in 2001/2002 • Projects on Security (SG17) and NGN (SG13) • ITU-T desire to develop a global and harmonized set of standards for ETS/TDR • Questionnaire on the use of public telecommunication services for emergency and disaster relief operations (Telecommunication Standardization Bureau (TSB) Circular-132)
Workshop • Partnership Co-ordination Panel • Monitor the progress of the standardisation work in general and in particular its mapping with the requirements of the different categories of users • High-level coordination between the partners • Develop and maintain links with entities not traditionally involved in the development of standards
