CCC Government’sInternational Contracting Agency • Report to Parliament through the Minister of International Trade • Aerospace and defense (Foreign Military Sales) is our core business • Official contracting intermediary for over $1.8 billion in aerospace and defence goods and services in 2008 -120 staff members • Supporting over 200 Canadian firms • U.S. DoD/NASA – key markets • 100% Export focused

Working with Canadian Government Partners • CCC – contract structuring, facilitation, contracting and management • DND – entrés into certain markets and opportunities - joint procurement, international co-operation, military attachés - National Defence Quality Assurance • DFAIT Trade Commissioner Service (TCS)– frontline service and in-country intelligence • Export Development Canada (EDC) – Export finance when required • Industry Canada (IC)- Department responsible for managing Canada’s Industrial Regional Benefit (IRB) Program • Associations- AIAC and Regional Associations – strategic partners

FMS Augmented FMS Two Services • Back-to-Back Contracts (Prime Contractor): • CCC sells to foreign government and buys from Canadian Supplier – CCC bears obligation to deliver – Gov’t-to-Gov’t contract • CCC undertakes supplier assessment, certifies the offer, negotiates, signs and manages contract • Procurement Services (PSA): • CCC acts as agent for foreign government to acquire Canadian capability

Support for SMEs • Indirect support via SME contracts with larger firms using CCC for their direct contracts to foreign government buyers -$1.8B in 2008 - Bombardier missionized aircraft, Bell helicopters, Héroux-Devtek landing gear, P and W engines - IRB related global projects -Norway P3 Wings-L/M -IMP • Direct contracting and PSA services where SME is direct seller; U.S. DoD, NASA, other foreign governments • Direct early source of information relating to U.S. DoD and NATO procurement; solicitations-FedBizOps,DUNS numbers, Cage Codes, Industrial Security, complex international terms and conditions, FARS and DFARS, Joint Certification Program, TAAs, Export Controls, ITARs, Buy America • Direct introduction to other players; Regional and in-country TCS officers, DFAIT Export Controls, PWGSC for Industrial Security, NATO Cdn Joint Delegation
