Safety oversight • USOAP depends on full participation by States • On-site audit schedule • Corrective action plans • Unsafe situations may persist • USOAP MOU timelines provide time for deliberate process • Significant safety concern requires immediate action ICAO Headquarters, Montréal, 20 – 22 March 2006

Reality • Some operators are unlikely to respect safety provisions • Beyond control of civil aviation authorities • Failure to provide for safety of aircraft operations • Other States must remain vigilant • Entry permission may be denied • Procedure for transparency and disclosure • Failure to preserve safety otherwise ICAO Headquarters, Montréal, 20 – 22 March 2006

Global cooperation • Need to provide a fair opportunity without discrimination • Unified strategy for sustainable safety oversight • Interim solutions required • Transfer of safety oversight functions and duties • Sovereign decision - State remains responsible • Mutual agreement on bilateral basis • ICAO to use pool of international inspectors • Safety oversight capacity building • Safety audits/evaluations of operators ICAO Headquarters, Montréal, 20 – 22 March 2006

Conclusions • USOAP requires full cooperation by States • Significant safety concerns require rapid resolution • Unified strategy requires an ongoing effort by stakeholders • Immediate interim solutions are required for: • Safety oversight capacity building • Safety audits/evaluation of air operators • Scheme for direct assistance under ICAO auspices • Need for generous cooperation by States and stakeholders ICAO Headquarters, Montréal, 20 – 22 March 2006

  6. Conference Actions • USOAP audit schedule • Rapid resolution mechanism – MOU • ICAO to manage direct assistance to States and operators, based on a pool of international safety inspectors and safety oversight experts • ICAO to allocate funds for the unified strategy programme and direct safety oversight assistance (next triennium budget) ICAO Headquarters, Montréal, 20 – 22 March 2006
