  3. TOWN HALL DEBATE RESOLVED: The Oregon Constitution should be amended to limit non-economic damages recoverable for patient injuries caused by healthcare provider’s negligence or recklessness.

Town Hall DebateRules of Civility and Decorum • A coin toss will decide which side begins • The sides will alternate: 1 speaker at a time • Any participants displaying bad behavior will be excluded from the debate • Every debater on your side must speak before anyone in your group speaks a second time In addition • Each debater must speak at leastonce • Debate Notes: You need to write at least 5 arguments/notes for each side
