Paying Agencies • Council regulation nr. 1258/1999: • Paying agencies shall be authorities and bodies of theMember States, which, as regards payments in the areasfor which they are responsible, offer sufficiant guarantees,that: • the admissibility of claims and compliance with EU rules are checked before payment is authorised • the payments effected are correctly and fully recorded in the accounts • the necessary documents are submitted within the time and in the form laid down in Community rules

Accreditation of a paying agency • Commission regulation nr. 1663/95: • The decision on accreditation shall be taken on the basis of an examination covering the administrative and accounting conditions. • The examination shall include: • the arrangements regarding execution of payments • the safeguarding of the treasury • the security of computersystems • the maintenance of accounting records • the division of duties • the adequacy of internal and and external controls

  20. Communication with dairy business community • EC dairy management committee meetings are scheduled every Thursday after the 2d and 4th Tuesday of the month (tender closing dates) • Internal Dairy Board meeting on Tuesday to discuss the agenda of the coming meeting • After the meeting of the management committee the results can be found on the Dairy Board internet site www.prodzuivel.nl (restricted area) • Debriefing meeting and discussion about EC-proposals with representatives of dairy business community on Friday in the week of the management committee

Consequences of CAP reform decisions (1) • Intervention price cuts for butter 3 x 7% in 2004, 2005, 2006 and 4% in 2007 • Intervention price cuts for skimmed milkpowder 3 x 5% in 2004, 2005, 2006 • Ceiling for the amount of butter going into intervention of 70.000 ton in 2004 falling to 30.000 ton in 2008 • Introduction of a tender system for butter going into intervention after the ceiling is reached • Abolition of the target price

  23. Consequences of CAP reform decisions (2) • Quota system remains until 2015 • Quota increase 3 x 0,5% in 2006, 2007 and 2008 • Direct payments to farmers to compensate the pricefall partially • Modulation of payments, 3% in 2005, 4% in 2006, 5% in 2007 (first 5000 euro of subsidy is exempted from modulation)

  24. Consequences of CAP reform decisions (3) • Cross compliance: to receive direct payments farmers will have to comply with conditions regarding: • environmental standards • animal welfare • food safety • animal and plant health • the maintenance of a good agricultural and environmental condition of farmland • Financial discipline/degression of payments to ensure the payment for all the reforms
