    5. 07/10/03 Tab 22 - ISR Overview 5 As you can begin to see, there are many aspects of an Army installation that directly affect the ability and interest of a soldier to be ready for duty. The Installation and Garrison commanders are in a unique position to apply resources where they will make a difference in the lives of these dedicated and hard working men and women. Unfortunately, resources are scarce. Resources that are available generate fierce competition in terms of their allocation. What these commanders need is a system that presents the best possible case for securing resources .As you can begin to see, there are many aspects of an Army installation that directly affect the ability and interest of a soldier to be ready for duty. The Installation and Garrison commanders are in a unique position to apply resources where they will make a difference in the lives of these dedicated and hard working men and women. Unfortunately, resources are scarce. Resources that are available generate fierce competition in terms of their allocation.     12. 07/10/03 Tab 22 - ISR Overview 12 NOTES: Starting in 2005, the Infrastructure Quality C-rating will be based on the the relationship between the facility’s calculated ‘cost to fix’ and the ISR-calculated Plant Replacement Value, as directed in (draft) DoDI 4165.14. The ratings roll up from facility level to Facility Class. The Mission Support rating, new for 2005, is intended to reflect the ability of the facility to support the tenant organizations’ required missions. It is calculated by the ISR software. A C-4 rating: * Does NOT represent that units cannot accomplish their missions * Does indicate that facilities considerations present a significant impediment that must be overcome The Commander’s Readiness rating, also new for 2005, is intended to reflect the Garrison Commander’s position on the readiness of each Facility Class. This rating is established by the Commander; it is not calculated by the software. Provides a standard data system to support the decision-making process for: Operations: Where are the worst facilities? What are the deficient services? Are environmental issues impacting the installation? Sustainment: How much money should be put where? What kinds of projects are there? Modernization: Which facilities are most in need of modernization? Revitalization: Which facilities really need to be replaced? What services should be focused on? Restationing: ISR is a companion to master planning tools. It allows installations to consider the quality/quantity of existing facilities, services and environmental impacts in support of restationing actions.
