  1. SSN Secret only System (SoS) Cost OptionsUpdate – Rev 5 Naval Undersea Warfare Center 28 June 2006

  2. Background • PEO-W PMA-280/281 leading SoS Analysis of Alternatives (AoA) study • Encompasses Surface, Shore, and Sub (SSGN, SSN) • Main focus: • Near-term implementation to meet fleet request • TACLANE/INE maintained in strike comms path • Minor surface impact • Significant Sub impact • For SSNs, TACLANE proposed at BCAs within Secret Enclave • Significant to install TACLANES on all subs • BCA to SSN connection will be unencrypted

  3. SSN SoS Implementation/Applicability • Legacy Comms for SoS: • Using existing EHF path • Applicability: • BYG-1 TI-00/02 (13 SSN 688I/688 class) • Excluding SSN 774 class • Pre-BYG-1 SSNs (CCS Mk 1/Mk 2, BSY-1/2) • IP Communications • TI-02 SSN 774 class (all) • TI-04 Backfit • Includes SSN-21 class • TI-06/ABP07 • TI-08 (full implementation across all SSN classes)

  4. Assumptions • TI-06/ABP07 and SSN 774/775 TI-02 is near-term target • Based on PEO-W/fleet discussions concerning IOC date • Approximately 1.5 years out • TI-04 potential backfit option • Development, Test, ILS treated as separate program cycles for each configuration • At Least 3 of 12 SSNs will already have TI-06 installed • SSN-774 modernization occurs before SoS • Reinstallation and delta training required for 3 TI-06 and SSN-774 • Hardware Changes • Connection from StrikeLAN to ECS Radio Enclave Bagged and Tagged • MDS Laptop Removed

  5. Top-Level SSN Options • Option #1: • TACLANEs at BCAs • BYG-1 Modifications • TI-06 APB 07 • TI-04 Backfit • TI-02 SSN-774 modifications • Option #2: • No TACLANEs • TI-02 SSN-774, TI-04, TI-06

  6. ROM Cost Estimates – 28 June ($K) • Notes: • 1: BCA Mods include TACLANE Procurement, Installation (OCONUS/COMSUBLANT), CM, SSAA and Network Testing & Certification • 2: WCS Mods include BYG-1 and Enclave Guard • 3: WCS T&E includes BYG-1 and SSN TTWCS • 4: Install costs based on # of SSNs scheduled for TI-02 (VA), TI-04, and TI-06

  11. SSN OptionUsing Existing On-Hull Secret IP Path with TACLANE at BCA • Required System Changes: • Network Configuration (BYG-1) • Disconnect LAN connection to TS Router • Modify TS IPs on Strike to Secret • Modify Strike Display Processor for New IPs • Host Table Update to all CCS nodes • Modify Strike Switch to route all data to Strike IO Processor • SUBLAN reserve IP addresses for strike • Enclave Guard/Strike IOP • Rule Set Change • Strike at TS is normal configuration • NAT for all outbound strike data • Proxy all inbound strike data • Diskwash/Swap Disks For Existing Platforms that have TS Strike Media • TTWCS SoS Build Integration into BYG-1

  12. Enclave Guard Conops and Data Flow • Conops & Data Flow Description • Normal Operations • StrikeLAN, SUBLAN, TACLAN at Secret • Strike Data Routed between off-board and StrikeLAN • COP Data from TACLAN to IT-21 and StrikeLAN • Sublan ip addresses. Routing for 3 hosts. • TS-SCI Mission Operations: No Concurrent Missile Firings • StrikeLAN, SUBLAN at Secret; TACLAN TS-SCI • Strike Data Routed between off-board and StrikeLAN • COP Data from IT-21 to StrikeLAN • TS-SCI Mission Operations: Missile Firings • SUBLAN at Secret; StrikeLAN, TACLAN TS-SCI • VA Class Enclave Guard Strike Communication Data Checking used to allow Strike communications when strike components at TS-SCI Level due to OS Nav Data • External MDS and its Airgap Switch Removed • COP Data from IT-21 to StrikeLAN • Strike Disk Swap to Cleanse • TS Strike Mission • SUBLAN, TACLAN at Secret; StrikeLAN TS • Enclave blocks StrikeLAN outgoing data, Will Disrupt TCIP-TCIP comms • Use the ISDS terminal and media for strike comms data transfer • COP Data from IT-21 to StrikeLAN • Strike Disk Swap to Cleanse
