2011 Raze & Removal Pilot The WisDOT Northeast Region embarked on a new raze and removal process on a project in Sheboygan & Fond du Lac. It’s purpose was to: Reduce time frames to clear sites Reduce possibility of vandalism Reduce efforts on Property Management
Begin the Process • Real Estate Property Manger will obtain assessment cards for each parcel • Project Development Creates the Contract • Determines weight of each structure by using the square footage • Use Bing Maps to verify the structures • Use surveys that were used in the planning of the project to determine property lines
Estimating Weights • House • 1st Floor w/roof 60#/SF • 2nd Floor 40#/SF • Outbuildings • Pole Shed 40#/SF • Sheds 40#/SF • Garages 40#/SF • Barns 60#/SF • Decks • 26#/SF Foundations, concrete floors and driveways were estimated by square foot but were not estimated per pound. The contractor bidding on the project would have to add that into his bid.
Contract Includes • Remove all structures (house, barn, silos) • Remove foundations, concrete & asphalt • Remove septics & wells • Remove all landscaping & fencing • Backfill & grading • Fertilize & seed • Contractor will have 10 days to begin demolition • Has 14 working days for removal • Contractor is paid on quantities not lump sum as done with other contracts
Project Development creates contract documents, Special Provisions, and sets LET date • Madison will award contract to lowest bidder
Property Manager’s Responsibility once parcel is vacated • Order asbestos inspection & removal • Disconnect all utilities • Complete Certificate of Right of Way for each parcel as it becomes available and send it to the Project Development Section with the asbestos information.
Project Development’s Responsibility: • Send Certificate of Right Way to Bureau of Technical Services in Madison for approval • Issues a Notice to Proceed parcel by parcel to the Project Engineer & Demolition Contractor • Project Engineer on site verifies any measured quantities and collects weight tickets • Project Engineer notifies Project Development Section when site is cleared
