‘It only happens when they are asleep’ • In 90% of the assaults reported to the BCS children were either in the room or in the next room • In a third of the assaults a child will try to intervene • Direct child abuse occurs in up to a half of all cases • In a significant number of cases child sexual abuse is also present • In cases of welfare reports 50% involve domestic violence: 19 children killed during contact
2002 Welsh Assembly Gov. Review of Part 8 cases (10) • 7 cases non-accidental death • 3 cases serious harm • 10 cases inadequate ass of risk • 9 cases inadequate inter- agency communication • 7 cases pattern of violence • 6 deaths under 16 months

What do we know about how witnessing domestic violence affects children? • Clear link between dv and direct child abuse (approx a third to half) • Consistent comparisons between non-exposed groups and exposed groups shows higher levels of emotional and behavioural problems • Some evidence that boys and girls deal with it differently • Other evidence: social/ peer relationships affected; IQ levels affected; mental health difficulties.
Domestic Abuse • Poor outcomes for children across the board from neglect to death • Living with fear reduces any parents ability to parent properly • Most training focuses on its impact not how to stop it from happening again • WSU focus has been to put safety at the center of all agencies processes • Practical solutions through co-ordination

Evaluation of MARAC process • 63% victims interviewed had not experienced further violence or abuse at 6 month point. At 12 month point this falls to 42%. The other 58% call police earlier , they have confidence the C.J. system can deliver.
