Definition • A combination of debate & public speaking. • You will compete in a room with 25-30 other representatives for a block of 5 hours. • You will be discussing a set of legislation that is submitted and voted upon the year before. • You will be allowed to write your own legislation at various times during the year.
Rules • Five hours of debate must occur. • All competitors will follow parliamentary procedure at all times. • Speakers have three minutes to give a speech. • If authorship speech , it is followed by two minute questioning period
Rules • Presiding officer, or PO, will be voted upon • PO will decide speaker order based on precedence • 1st five resolutions/bills will be debated in that order – then votes can be taken for order of other legislation • Parliamentarian has final word
Preparation • Get copy of legislation. • Research legislation – both for and against • Prepare speeches/outlines for or against legislation
