Ecological Civilization Working Definition: Economic Growth Means Ecological Improvement • Ecological civilization – a global convergence of sustainable norms for all in energy, emissions, resources, natural capital; • Convergence is mutual self-interest, not charity; • Sustainable convergence improves us all, and expands global wealth, trade and social contacts. • Ecological civilization means decoupling the industrial identification of economic growth with ecological damage.
Ecological Civilization Uses Price System to Send Market Signals for Sustainability • Using ecological consumption taxation, such as an ecological VAT tax, to make sustainable goods cheaper, and polluting goods more expensive. • Sustainable goods gain market share and become more profitable. • Price system given proper market rules and government leadership will send powerful signals for sustainable consumption, production and investment.
Ecological Civilization Will Arise from aGlobal Movement for Change • It cannot wait for UN conferences on climate change. • It must involve all of us, on all levels. • It must mean collective global movements for climate justice; building an efficient global renewable energy system; making price system and market rules send signals for sustainability; improving efficiency by orders of magnitude taking advantage of second law efficiencies. • Fundamental challenges are political not technical.
A Business Proposition for Ecological Change: • Trillions spent on fossil fuels and waste represent an enormous profit center to drive ecological transformation. • Extract savings from trillions spent on fossil fuels to help finance the efficient renewable energy infrastructure. • Economic advantage for a zero fuel cost--zero polluting sustainable future.
Four Steps to Drive a Twenty Year Global Energy Transformation (1): Step 1. Timeline of 20-years requires: • Increasing percentage of renewable generation and storage; • Conversion of coal to zero emissions or stay in the ground. Advanced Energy Performance Contracting on a utility scale combining efficiency revenues and efficiency savings can finance mass retrofits on city-wide and utility wide.
Four Steps to Drive a Twenty Year Global Energy Transformation (2): • Step Two: Impose severance assessments on all energy consumed to build permanent sovereign funds for global investment in sustainability; • Step 3: Establish Global Per Capita Energy Standard of 70 giga joules (19,443 KWh) and 3 tons of CO-2. • Fees paid for excess energy use: Sustainability Assessments for Valuing Ecosphere (SAVE) to be invested in sustainable development for the poor.

Step 4: Establish a global organization , Global Initiative for Climate Cooling (GICC) to develop mechanisms and market rules to facilitate sustainable investments in energy, cooperating with SAVE and Permanent Funds
Tools, Investment, Determination: An Ecological Future • We face a fundamental choice between building an ecological civilization or continuing on the path to self-destruction. • The time to choose is NOW. • It's time for all of us to work for the preservation of our world home, our heritage and for the sake of all future generations.
