DATA : KOTA BATAM LAJU PERTUMBUHAN EKONOMI YANG DIHARAP KAN : 9,63% ICOR : 4,70 PRODUK DOMESTIK RE GIONAL BRUTO Rp. 4,469 TRILYUN LAJU PERTUMBUHAN PENDUDUK 12,87% KEBUTUHAN INVESTASI PEMKO BATAM 2005 (LPE x ICOR) PDRB (9,63% x 4,70)Rp. 4,469 Trilyun = Rp. 2,023 Trilyun. Misalnya Pemkot hanya memiliki dana investasi sebesar Rp. 350 Milyar dan PMA 3,690 trilyun serta PMDN sebesar Rp. 334 milyar, total sebesar Rp. 4,374 trilyun, maka : LPE meningkat menjadi  20,82%, LPE (20,82%) yang lebih besar dari laju pertumbuhan penduduk (12,87%)  ada DEVELOPMENT.
